Sony grows Cyber-shot family by three with DSC-WX50 and WX70, ultra-thin TX200V

Far more svelte than its lengthy product name, the Cyber-shot DSC-TX200V is Sony's new point-and-shoot flagship, packing an 18.2 megapixel Exmor R CMOS sensor, 26mm 5x optical zoom lens, 1080/60p video capture and a 3.3-inch Xtra Fine TruBlack OLED touchscreen. Sony claims that the cam's BIONZ processor can help it capture stills and video with extremely low noise, and an improved focusing system can deliver speeds of about 0.13 seconds in daylight and 0.25 seconds in lower-light conditions. Its reflective durable housing enables waterproof shooting down to 16 feet, and can protect the camera from dust and freezing temperatures of 14 degrees Fahrenheit.

If price is more important to you than an ultra-thin design and top-of-the-line spec list, then the DSC-WX70 and DSC-WX50 might be of interest. Both cameras include 16.2 megapixel Exmor R CMOS sensors, 25mm 5x optical zoom lenses, 12 megapixel stills during video capture, and 1080/60i HD shooting. There are nine "Picture Effects" options, adopted from the NEX series and also found on the TX200V. Both the WX50 and WX70 have a nearly identical list of features, though the first model includes a 2.7-inch display, compared to a 3-inch touchscreen on the WX70. All three cameras are expected to ship in March in a variety of colors. The TX200V will be available in silver, red and violet finishes with a retail price of $500, while the WX70 and WX50 will run you $230 and $200, respectively. No big deadline-day signings

LONDON (AP) -European football's January transfer window is set to close on Tuesday with clubs looking unlikely to outlay any late lavish sums in the first season of UEFA's strict new financial controls.

While 225 million pounds (then $362 million) was spent last January by English clubs alone, only 40 million pounds have been spent this month with the 2300 GMT transfer cutoff approaching.

Manchester City has invested more than $1 billion on new players in a little more than three years, but the Abu Dhabi owners have reined in their spending and prioritized losing some big earners.

Defender Wayne Bridge was sent Tuesday to Sunderland on loan but City is still to unload troublesome striker Carlos Tevez, who has not featured for the club since an act of rebellion during a Champions League match in September.

City has vowed to only sell the Argentina striker for his true worth as it need to slash losses of more than 195 million pounds ($315 million) last season. No deal could be done with French leader Paris Saint-Germain, which has been embarking on its own spending spree since the last offseason under Qatari ownership.

Despite pursuing a string of leading players - including David Beckham and AC Milan striker Alexandre Pato - PSG has failed to captured the superstar it craves, although signing midfielder Thiago Motta from Inter Milan on Tuesday will help to soften the blow.

Motta's reported ?10 million signing took PSG's spending this season to more than ?100 million ($131 million), with defenders Maxwell and Alex having joined for a combined ?12 million earlier this month.

Motta, who previously played for Barcelona and has six caps for Brazil, will bring valuable experience to a PSG team chasing its first league title since 1994 and which hasn't played in the Champions League since 2004.

"We studied the possibility of bringing in a striker but it didn't happen," PSG sporting director Leonardo said. "It's not the end of the world ... it's normal that it's more difficult to sign someone in Ligue 1 than in Spain or in England, but things can change."

PSG's plans, though, could be curtailed by the looming threat of expulsion from the Champions League for overspending clubs.

In an initial two-year monitoring period that started in July 2011, UEFA's rules allow clubs to make a total loss in the first assessment period up to ?45 million ($58 million). But persistent loss-makers can first be barred from the 2014-15 Champions League.

"Financial fair play has definitely had an impact (in the transfer window)," said Alan Switzer, director of the sports business group at Deloitte. "The 2011-12 season does now count towards the UEFA rules and that will be part of the consideration which clubs will be giving to any transfer.

"The likes of Chelsea and Manchester City have already been on record as saying they will take it into account in terms of their spending on transfers and wages."

In England, Queens Park Rangers is trying to ensure it isn't relegated from the Premier League after only one season by luring former Liverpool striker Djibril Cisse back to England from Lazio. QPR is also interested in Fulham forward Bobby Zamora.

"I have unfinished business here in England," the 30-year-old Cisse said. "The English league is the best in the world."

Midfielder Marcus Olsson has joined his twin brother Martin at relegation-threatened Blackburn after signing from Swedish side Halmstad.

The biggest English side to complete any business on Tuesday was Chelsea, with winger Kevin De Bruyne joining for a reported 9 million pounds ($14 million) from Racing Genk but he will return to the Belgian club on loan for the rest of the season.

In Spain, pacesetters Real Madrid and Barcelona were also quiet, although Barca reached a deal with Alexander Hleb to release the Belarus midfielder from his contract.

In Italy, clubs, players and agents gathered at a Milan hotel and the city's two clubs were the busiest.

Inter Milan signed Porto midfielder Fredy Guarin and Sampdoria midfielder Angelo Palombo, while Sulley Muntari moved on loan to AC Milan.

Serie A leader Juventus signed midfielder Padoin from Atalanta for almost ?5 million ($6.6 million).

For some players, Tuesday was the last time to leave clubs where they aren't playing regularly ahead of the European Championship. Croatia defender Vedran Corluka joined Bayer Leverkusen after only three league appearances for Tottenham this season.

Congress tries to police itself on insider trading (AP)

WASHINGTON ? Aware that most Americans would like to dump them all, members of Congress hope to regain some sense of trust by subjecting themselves to tougher penalties for insider trading and requiring they disclose stock transactions within 30 days.

A procedural vote Monday would allow the Senate later this week to pass a bill prohibiting members of Congress from using nonpublic information for their own personal benefit or "tipping" others to inside information that they could trade on.

Insider trading laws apply to all Americans, but CBS' "60 Minutes" in November said members of Congress get a pass, citing investment transactions by party leaders and a committee chairman in businesses about to be affected by pending legislation.

The broadcast report raised questions about trades of House Speaker John Boehner, R-Ohio; the husband of Democratic leader and former Speaker Nancy Pelosi of California; and Rep. Spencer Bachus, R-Ala., chairman of the House Financial Services Committee.

All three denied using any insider information to make stock trades, but the broadcast set off a flurry of efforts in Washington to deal with the public perception.

A recent Wall Street Journal/NBC News poll of registered voters found 56 percent of them favor replacing the entire 535-member Congress. Other polls this year have given Congress an approval rating between 11 percent and 13 percent, while disapproval percentages have ranged from 79 percent to 86 percent.

House Majority Leader Eric Cantor, R-Va., said he's working on an expanded bill that would go beyond stock transactions and ban lawmakers from making land deals and other investments based on what they learned as members of Congress.

The Senate version of the Stop Trading on Congressional Knowledge (STOCK) Act would subject any member of Congress who violates the ban on insider trading to investigation and prosecution by regulatory agencies and the Justice Department. It also directs the House and Senate ethics committees to write rules that would make violators subject to additional congressional penalties.

"We can start restoring some of the faith that's been lost in our government by taking this common sense step of making members of Congress play by the exact same rules as everyone else," said Sen. Kirsten Gillibrand, D-N.Y., who with Sen. Scott Brown, R-Mass., wrote the bill "We must make it unambiguous that this kind of behavior is illegal."

President Barack Obama endorsed the bill in in State of the Union speech last week, saying he would "sign it tomorrow." Brown used that opening to briefly speak with the president as he was exiting the House chamber after Tuesday's address.

"The insider trading bill's on Harry's desk right now," Brown told Obama, referring to Senate Majority Leader Harry Reid. "Tell him to get it out, it's already there."

"I'm gonna tell him," answered Obama. "I'm gonna tell him, I'm gonna tell him to get it done."

Obama raised the issue again in his radio and Internet address on Saturday.

"The House and Senate should send me a bill that bans insider trading by members of Congress, and I will sign it immediately. They should limit any elected official from owning stocks in industries they impact," he said.

Paul says GOP presidential race has `ways to go' (AP)

GORHAM, Maine ? Ron Paul says the Republican presidential race has "a ways to go" and he doesn't intend to get out or get behind another candidate anytime soon.

The Texas congressman was campaigning Saturday in Maine, which holds caucuses beginning Feb. 4. He spoke to an overflow crowd at the University of Southern Maine and held an outdoor rally in Freeport.

Paul says competing in Florida, which holds its primary Tuesday and awards all its delegates to the winner, didn't make sense for his campaign. He's focusing on other caucus states including Nevada, Colorado and Minnesota.

Paul says he hopes his GOP rivals would adopt his noninterventionist foreign policy views.

AP Exclusive: Vatican rewrites money launder law (AP)

VATICAN CITY ? The Vatican has rewritten its 2010 anti-money laundering law after European inspectors found that it didn't fully meet their tough standards to combat the financing of terrorism.

The new law, a copy of which was obtained Friday by The Associated Press, requires the Vatican to create a list of terror organizations based on the one issued by the United Nations and requires the Vatican to enter into agreements with other countries to exchange financial information.

The Holy See has been working for years to comply with European Union norms on money-laundering and terror financing in a bid to shed its image as a secrecy-obsessed tax haven and join the so-called "white list" of countries that share tax information to crack down on tax cheats.

Nintendo chief promises to do Wii U launch right (AP)

TOKYO ? Nintendo's chief is determined to get right the launch of its next game machine, Wii U, set for this year's holiday shopping season, and acknowledged Friday some mistakes with selling its 3DS handheld.

But Nintendo Co. President Satoru Iwata warned earnings for the fiscal year set to begin April will be the toughest ever for the Japanese manufacturer behind the Super Mario and Pokemon games.

Iwata's remarks come a day after it lowered its annual earnings forecast to a 65 billion yen ($844 million) loss, much larger than the 20 billion yen ($260 million) loss projected earlier. It posted a 77.62 billion yen profit the previous fiscal year.

Iwata blamed the strong yen, which erases overseas earnings, as well as the arrival of smartphones and other devices that offer gaming.

The higher yen slashed nearly 54 billion yen ($701 million) from the company's operating profit for the April-December period.

"I can see how the red ink may be perceived as abnormal," Iwata told analysts and reporters at a Tokyo hotel. "The environment has changed."

The failure of the 3DS handheld, which offers three-dimensional imagery, to take off with enough momentum during the last quarter of 2011 was one of the main reasons for the dismal results, according to Iwata.

The 3DS has gradually started to sell better, but it took a price cut in August. It still lacks a strong lineup of attractive software games, a key factor for a machine to succeed in a big way.

Iwata vowed the company will be better prepared when it introduces the Wii U home console during the 2012 year-end shopping season for a strong comeback.

He declined to give details such as pricing or what the software games available at that time might be.

But he said the Wii U will come with a strong game lineup at the launch as well as secure and safe Internet services that will offer players individual accounts.

The Wii U will come with new ways of playing that will almost make the term "home console" obsolete, Iwata said. It will also offer mobile gaming. The machine has a touch-panel controller.

Nintendo has long competed against rival game makers, such as Sony Corp. and Microsoft Corp. These days, all face the threat from hit devices like the iPad and iPhone from Apple Inc. that also offer games.

Iwata's comments also showed Nintendo is growing less cautious about the Internet, which in the past it had brushed off as mainly for hard-core gamers.

Kyoto-based Nintendo has built its reputation on making games fun to play for casual and newcomer players.

"We are going to put to use our bitter experience with the 3DS," said Iwata.

How kids with autism spend screen time

ScienceDaily (Jan. 25, 2012) ? Children with autism spectrum disorders (ASDs) tend to be preoccupied with screen-based media. A new study by Paul Shattuck, PhD, assistant professor at the Brown School at Washington University in St. Louis, looks at how children with ASDs spend their "screen time."

"We found a very high rate of use of solitary screen-based media such as video games and television with a markedly lower rate of use of social interactive media, including email," Shattuck says.

The study examined data from the National Longitudinal Transition Study 2 (NLTS2), a group of more than 1,000 adolescents enrolled in special education. The NLTS2 includes groups of adolescents with ASDs, learning disabilities, intellectual disabilities and speech and language impairments.

Data revealed that nearly 60.3 percent of the youths with ASDs were reported to spend "most of his/her time" watching television or videos.

"This rate appears to be high, given that among typically developing adolescents, only 28 percent have been shown to be 'high users' of television," Shattuck says.

"Television viewing is clearly a preferred activity for children with ASDs, regardless of symptoms, functional level or family status."

Nearly half of the youth with ASDs in the study (41.4 percent) spent most of their free time (outside of school or work) playing video games.

"Given that only 18 percent of youths in the general population are considered to be high users of video games, it seems reasonable to infer based on the current results, that kids with ASDs are at significantly greater risk of high use of this media than are youths without ASDs," Shattuck says.

Shattuck says that the high use of video games on children is concerning because it makes the youth unavailable for social interaction or learning.

Social media contrast

Study data show strikingly lower rates of use of email and social media among youth with ASDs.

"We found that 64.4 percent of youth with ASDs did not use email or chat at all," Shattuck says.

"Kids with speech and language impairments and learning disabilities were about two times more likely to use email or chat rooms than those with ASDs."

Shattuck says that as cognitive skills increased and children with ASDs grew older, use of social media increased.

"This proclivity for screen time might be turned into something we can take advantage of to enhance social skills and learning achievement, especially recent innovations in devices like iPads," he says.

The study, "Prevalence and Correlates of Screen-Based Media Use Among Youths with Autism Spectrum Disorders," is published in the current issue of the Journal of Autism Developmental Disorders.

Lead author on the study is Micah O. Mazurek, PhD, assistant professor of health psychology at the University of Missouri. Remaining authors are Shattuck; Mary Wagner, PhD, principal scientist at SRI International; and Benjamin Cooper, a graduate student at the Brown School.

Google to merge user data across more services (AP)

LOS ANGELES ? Google announced a plan Tuesday to link user data across its email, video, social-networking and other services that it says will create a "beautifully simple and intuitive" user experience. But critics raised privacy concerns like those that helped kill the search giant's Buzz social networking service.

The changes, which take effect March 1, will remove some of the legal hurdles Google Inc. faces in trying to link information across services from Gmail to YouTube to the Google Plus social network that replaced Buzz.

More than 70 different company policies are being streamlined into one main privacy policy and about a dozen others. Separate policies will continue to govern products including Google's Chrome Web browser and its Wallet service for electronic payments.

The company said the new system will give users more relevant search results and information, while helping advertisers find customers ? especially on mobile devices.

For example, if you spend an hour on Google searching the Web for skateboards, the next time you log into YouTube, you might get recommendations for videos featuring Tony Hawk, along with ads for his merchandise and the nearest place to buy them.

"If you're signed into Google, we can do things like suggest search queries ? or tailor your search results ? based on the interests you've expressed in Google (Plus), Gmail and YouTube," the company says on a new overview page for its privacy policies. "We'll better understand (what) you're searching for and get you those results faster."

The changes follow the shutdown of Buzz last month. After its introduction less than two years ago, the social networking tool was ridiculed for exposing users' most-emailed contacts to other participants by default, inadvertently revealing some users' ongoing contact with ex-spouses and competitors.

Google has since made Plus the focal point of its challenge to Facebook's social network. In the first seven months since its debut, Plus has attracted more than 90 million users, according to Google. To promote Plus, Google recently began including recommendations about people and companies with Plus accounts in its search results. That change has provoked an outcry from critics who say Google is abusing its dominance in Internet search to drive more traffic to its own services.

Google and the Federal Trade Commission reached a settlement last year that forbids Google from misrepresenting how it uses personal information and from sharing an individual's data without prior approval. Google also agreed to biennial privacy audits for the next two decades.

Google said it talked to regulators about the upcoming privacy changes, which it will apply worldwide. An FTC spokeswoman declined to comment on the changes or say whether the agency was consulted.

Some critics saw Google as trying to beat regulators to the punch by setting a precedent before the FTC unveils its own framework for protecting online privacy.

Jeff Chester, executive director of the privacy group Center for Digital Democracy, said Google hopes "that by creating a one-stop shop for privacy policy it will deflect regulatory action."

Google, Facebook and other popular Internet services all want to learn as much as possible about their users so they can sell more advertising at higher rates to marketers looking to target people interested in specific products, such as golf clubs or skinny jeans.

Google says users who opt to see personalized ads are 37 percent more likely to respond to an ad than people who opt out of targeting.

The changes follow a rare letdown in revenue growth at Google's lucrative advertising network. Google's fourth-quarter earnings report last week showed the company's average revenue per click fell 8 percent from the previous year, despite robust growth in online shopping at the holidays.

Google shares, which have fallen 9 percent since the report, closed Tuesday at $580.93, down $4.59 for the day.

Ryan Calo, director for privacy at the Stanford Center for Internet and Society, said Google is trying to make its policy privacy transparent instead of bogging users down with pages of legalese; the new privacy policies run about 10,000 words, down from 68,000.

But he said the company must ensure that the ways it uses data help users without revealing sensitive information.

"If it creeps people out, then they need to be aware of that," he said.

Navy to board Big East football in 2015 (AP)

NEW YORK ? Navy is headed to the Big East, giving up more than 130 years of football independence to join a conference that is in the middle of a massive overhaul.

The Big East announced Tuesday that the U.S. Naval Academy has accepted an invitation to join the league for football only, starting in 2015. The conference has now added six new members in the last seven weeks after losing three members and having another school renege on a future commitment in the fall.

"Stability in the Big East was a very important aspect in our discussions with the commissioner," Vice Admiral Michael Miller, superintendent of the U.S. Naval Academy, said during a teleconference. "What we see is a very bright future for the conference."

Navy has been playing football since 1879 without conference affiliation, but academy officials said they believe independence will be too difficult to maintain as other powerful leagues grow. Athletic Director Chet Gladchuk said scheduling games late in the season, landing desirable television deals and securing bowl bids will become a problem for Navy.

"Opportunities to exist as independents into the future are clearly in jeopardy," he said.

Gladchuk said Navy and the Big East have been talking about the Midshipmen joining the league for a decade, but those talks got serious about a year ago ? before the Big East was beset by defections.

"It's a marriage our membership has longed for for many, many years," Big East Commissioner John Marinatto said.

Navy football has been thriving over the last decade. The Midshipmen played in eight straight bowl games before slipping to 5-7 this season and have won a record 10 straight games against rival Army. But Navy's schedule will get tougher playing in the Big East, while keeping its rivalry games against Army, Air Force and Notre Dame.

"We have a definite challenge ahead of us," coach Ken Niumatalolo said. "I feel like there's drift happening between the haves and havenots (in major college football), and I want to be with the haves."

Gladchuk said the Big East will allow Navy to maintain its annual rivalries with Army, Air Force and Notre Dame, and that the Army-Navy game will still be the season finale for both teams, regardless of when a future Big East championship game is played.

"The Army-Navy game remains on that second Saturday in December," he said.

Gladchuk also said that Navy's television deals with CBS and CBS Sports Network had to be accommodated by the Big East.

"Partnership with CBS was one of the reasons this agreement took a little time to finalize," he said.

CBS owns the TV rights to the Army-Navy game and Navy's home games against Notre Dame through 2018. Navy has a separate deal with CBS Sports Network for the TV rights to its other home games that runs through 2017.

"We have a great relationship with the academies, and our deals will be grandfathered for the length of our contracts" said Mike Aresco, executive vice president for programming at CBS Sports.

The Big East's current TV deals run through the 2013 football season. The league is hoping to land a new deal similar to the long-term, billion dollars contracts signed last year by the Atlantic Coast Conference and the Pac-12. The Big East needs to know its lineup beyond 2013 before it can negotiate with a television network.

In December, the Big East added Boise State and San Diego State as football-only members and SMU, Houston and Central Florida in all sports. Those schools will join in 2013.

"That Navy would give up 100 years of football independence speaks to the long-term viability of the Big East," Marinatto said.

The Big East is trying to build a 12-team football conference with an eastern and western division and a league championship game. The conference is losing Pittsburgh and Syracuse to the Atlantic Coast Conference and West Virginia to the Big 12, but it's unclear when.

West Virginia filed a lawsuit against the Big East so it can join the Big 12 in 2012. The Big East sued West Virginia to make the school abide by the league's 27-month notification period, which would keep the Mountaineers in the conference through the 2013-14 school year.

Marinatto said adding Navy does not affect those lawsuits, though as part of a previous agreement between Big East presidents, the addition of the service academy causes the withdrawal fee for current members of the conference to double to $10 million.

A Rhode Island judge has ordered West Virginia and the Big East to enter nonbinding mediation to resolve their competing lawsuits.

Pitt, Syracuse and the ACC have said they will not challenge the Big East bylaws, though West Virginia's situation could change that.

TCU was slated to join the Big East next season, but backed out when it was invited to the Big 12.

'Parenthood' star talks Asperger response

Appearing on "Parenthood" is an intimate experience for Monica Potter, who told TODAY's Al Roker, Samantha Guthrie, Matt Lauer and Natalie Morales on the plaza Monday that the NBC series "feels like a reality show at times."

One of the most real stories that has emerged from the show, which focuses on the extended clan of Bravermans and how they deal with life's obstacles and challenges, has been the story of?Potter's on-camera son Max.

The actress?said she's?received an "overwhelming" amount of feedback since the show wrote in a diagnosis of?Asperger syndrome?for Max. "It's such a joy to be able to bring this awareness, because it's out there and it's prevalent and so many families deal with it," she said. "I have a lot of friends that have autistic children, and just to see how they interact with each other -- it's touching and I hear about it every day, and I'm lucky."

As she noted, the writers on "Parenthood" try to keep things "as real as possible."

And, she added, there is one particular talent she brings to her character: The ability to cry on cue, which her character does often. Potter laughed when the subject came up. "I know!" she said. "My kids are like, 'What?' I'm really jovial in real life!"

Tracy Morgan Collapses At Sundance

"30 Rock" star Tracy Morgan was rushed to a Utah hospital on Sunday after falling unconscious at an awards ceremony during the Sundance Film Festival.

Morgan was honored with an award at the Creative Coalition Spotlight Awards in Park City, Utah when he seemed disoriented during his speech and was escorted out of the building a short time later, where he fell unconscious, according to TMZ.

The comedian was rushed by ambulance to the Park City Medical Center and a spokesperson for the hospital said that no drugs or alcohol were found in his system. A rep for the actor released a statement explaining, "from a combination of exhaustion and altitude, Tracy is seeking medical attention ... He is with his fiancée and grateful to the Park City Medical Center for their care. Any reports of Tracy consuming alcohol are 100 percent false."

The Hollywood Reporter quoted unnamed sources saying that Morgan seemed out of control before accepting the Initiative Award, yelling and falling to the ground. Morgan received a kidney transplant two year ago and was at Sundance for a screening of the film "Predisposed," in which he stars alongside Jesse Eisenberg and Melissa Leo. His publicist denied that Morgan -- a recovering alcoholic who was arrested twice for driving under the influence in 2005 and 2006 -- appeared intoxicated at the festival.

What started out as a church project by a group of car-savvy volunteers came to fruition at Barrett-Jackson on Sunday when the 1932 Ford hot rod named Metal of Honor sold for $150,000 to benefit the children of slain and disabled military people.

(Photo: Bob Golfen) Besides being a handsome and well-built street machine, the most-significant feature of the roadster is on the trunk lid, where there are the signatures of 43 recipients of the Medal of Honor, the highest military decoration awarded by the United States government.

?The car is incredible, but the car is just incidental to what it represents,? said Barrett-Jackson president Steve Davis as he introduced the high-boy roadster surrounded by some of the Medal of Honor winners and other military personnel.

To support the cause, the church group from Barrington, Ill., created the Ironmen Foundation to ?provide scholarships for the children of our slain and disabled soldiers.? Every penny of the $150,000 will be donated to the foundation, with Barrett-Jackson waiving all fees for its many charity sales.

One-hundred percent of the parts and equipment for the roadster project were donated by suppliers and speed shops, both local and national, and every man hour of the build were by the church volunteers along with guidance from local professionals.

Before the sale, retired Army Lt. Col. Hal Fritz said that the car and the charity ?represent the sacrifice and dedication by a lot of men and women.?

?The Ironmen Foundation put this car together with love and with that thought in mind,? Fritz said. ?It?s dedicated to all of those who are serving today. Some of those will be killed in the course of their duty, which is why this is such an important cause.

Report: 17 die when boat capsizes in Iran (AP)

TEHRAN, Iran ? Seventeen people have died after a storm capsized a passenger boat off of Iran's southern coast, the official IRNA news agency reported on Sunday.

The boat sank Saturday evening while sailing between Hormuz Island and the port city of Bandar Abbas on the mainland, the report said. Rescue teams saved five passengers.

The report says the boat began its 11-mile (18-kilometer) journey despite a travel ban on light boats by shipping authorities, due to a storm with winds of 50 mph (80 kph).

An eyewitness told The Associated Press that most of the dead were senior citizens, members of a visiting tour to the island.

Every day dozens of passenger boats travel between Bandar Abbas and nearby islands near the strategic Strait of Hormuz, some 670 miles (1070 kilometers) south of the capital Tehran.

China reports second bird flu death in a month

(AP) ? China on Sunday reported its second bird flu fatality in a month following deaths last week in Vietnam and Cambodia.

The patient died Sunday in Guizhou province in the southwest after being hospitalized on Jan. 6, the health ministry said in a brief statement. It said the flu was highly pathogenic but gave no indication whether it was confirmed to be the H5N1 strain.

Mainland officials told Hong Kong authorities the patient was a 39-year-old man who reported having no contact with poultry, government-run Hong Kong broadcaster RTHK said. It gave no other details of his identity.

The health ministry statement said 71 people who had contact with the patient showed no unusual symptoms.

China suffered its first bird flu fatality in 18 months when a bus driver in Shenzhen, a city that borders Hong Kong, died Dec. 31.

Last week, Vietnam reported its first bird flu fatality in nearly two years ? an 18-year-old man who worked on a duck farm.

In Cambodia, a 2-year-old boy died last week after reportedly having contact with sick poultry in his village, according to the World Health Organization.

Indonesia also has reported one bird flu death this year.

WHO says that as of Friday, there have been 343 human deaths from 582 confirmed bird flu cases worldwide since 2003. Some 27 of those deaths were in China and 60 in Vietnam.

Crews face test on Italian ship as weather worsens (Reuters)

GIGLIO, Italy (Reuters) ? The vast wreck of the cruise ship Costa Concordia shifted on its undersea ledge on Friday, forcing a new suspension of rescue work and threatening plans to pump oil out to prevent environmental disaster.

Firefighters' spokesman Luca Cari said rescue squads hoped to resume operations and carry on their search throughout the night after the liner appeared to stabilize.

A week after the 114,500-tonne ship ran aground and capsized off the Tuscan coast, hopes of finding anyone alive have all but disappeared and the cold waters around the vessel have become rougher, with worse weather expected at the weekend.

"We decided to allow the search to restart because all the movement was slowing very quickly," said Nicola Castagli, a University of Florence geophysics professor who is supervising the delicate instruments that measure movements on the wreck.

The movement was only of a few millimeters an hour, but had complicated the work of divers already hampered by poor visibility, floating objects and underwater debris.

The government declared a state of emergency for the area, a technical move that would release special funds.

Attention is now turning to how to remove some 2,400 tones of fuel from the vessel, which lies on its side on a rocky shelf in about 20 meters of water off the little island of Giglio and which could slide off its resting place.

Salvage crews are waiting until the search for survivors and bodies is called off before they can begin pumping the fuel out of the wreck, a process expected to take at least two weeks.

Environment experts warn that if the ship tanks rupture and the fuel leaks, Italy could face its worst environmental disaster in more than 20 years.

"If the Costa Concordia slides further down and the fuel begins seeping into the water, we could be talking years and dozens of millions of euros before it can be cleared up," Luigi Alcaro, head of maritime emergencies at the government's environment agency ISPRA, told Reuters.

Environment Minister Corrado Clini told parliament on Thursday he had instructed the liner's operator, Costa Cruises, to take all possible measures to anchor the ship.

He said there was a risk that the ship could sink to 50 to 90 meters below the rock ledge on which it is caught, creating a major hazard to the environment in one of Europe's largest natural marine parks.

Eleven people are known to have died out of more than 4,200 passengers and crew aboard when the ship struck a rock just meters from the shoreline, tearing a large gash in the side of the hull. Twenty-one are still unaccounted for.

Rescue workers are still looking for a missing five-year-old girl and her father.

CAPTAIN ACCUSED

The ship's captain, Francesco Schettino, has been placed under house arrest, accused of causing the disaster and then abandoning ship before the evacuation was complete.

His lawyer says he has admitted bringing the ship too close to shore but denies sole responsibility and says other factors may have played a role in the accident.

The ship's operators have suspended him and said they considered themselves an injured party in the accident, which industry experts say could turn out to be the biggest maritime insurance claim in history.

But in his hometown of Meta di Sorrento, near Naples, the captain won some sympathy.

"I know him by sight and by reputation. He's always been serious and capable," said 27-year-old Giovanni Barbato, an orthodontist, who said many in the town had been deeply offended at the way Schettino had been portrayed in the press.

On Thursday, SkyTG24 broadcast a tape of what was described as a conversation between coastguard officials and the bridge of the Concordia which appeared to show officers telling authorities they had suffered only a power cut, more than 30 minutes after the ship's impact with the seabed.

In an interview with the daily Corriere della Sera, the chief executive of Costa Cruises criticized Schettino for delaying the order to evacuate and denied he had been pressured to wait because of the potential cost to the company.

"I assure you absolutely that no one thought in financial terms. That would be a choice that would violate our ethics," he said. He denied knowledge of captains sailing dangerously close to shore to provide a spectacle for passengers.

The Italian government is considering new regulations to prevent big cruise ships from taking risky routes and passing too close to islands or shorelines.

GREENVILLE, S.C. ? Preparing for the long haul, Mitt Romney said Saturday's South Carolina presidential contest "could be real close" and he agreed to two more debates with his rivals ahead of the Florida primary.

In the face of questions about releasing his tax returns and struggling with a renewed threat from Newt Gingrich, Romney lashed out at the former speaker, calling on the former House speaker to better explain his contractual ties to Freddie Mac, the quasi-government mortgage company. Gingrich served as a consultant to Freddie Mac over a period of eight years.

Romney said he would attend a debate Monday in Tampa, Fla., and his campaign confirmed he would be at one Thursday in Jacksonville, Fla., ahead of the state's primary Jan. 31. His planned appearances are an acknowledgment that the former Massachusetts governor will have to continue the battle with Gingrich longer than expected or hoped.

But Romney avoided confronting Gingrich, his chief rival in South Carolina's first-in-the South vote, at a stop at Tommy's Country Ham House.

Both men had scheduled campaign events for the same time on primary day. Romney stopped by the breakfast restaurant 45 minutes ahead of schedule. When Gingrich arrived at the restaurant ? just minutes after Romney's bus left the parking lot ? he said: "Where's Mitt?"

About an hour earlier, Romney was outside of his Greenville headquarters, launching a new attack on the speaker. He called on Gingrich to further explain his contracts with Freddie and release any advice he had provided. "I'd like to see what he actually told Freddie Mac. Don't you think we ought to see it?" Romney said.

It was another response to pressure on Romney to release his tax returns before Republican voters finish choosing a nominee. A day earlier, Romney had called on Gingrich to release information related to an ethics investigation of Gingrich in the 1990s.

Romney says he will release several years' worth of tax returns in April. Gingrich has called on him to release them much sooner. On Saturday, Romney refused to answer questions from reporters about the returns and whether his refusal to release them had hurt him with South Carolina voters.

Romney still has significant advantages over his three remaining Republican rivals, including an enormous financial edge and a well-organized campaign. But with his Iowa victory now rescinded, losing in South Carolina would be a setback that could draw the primary contest out much longer. Just 10 days ago, Romney's campaign was looking ahead to the general election as they anticipated a quick sweep in early primaries.

"This could be real close," said Romney as he chatted on the phone with a voter he called Saturday morning. He urged the man to go vote.

"I'm happy to pay for breakfast," Romney responded, "but there's no free lunch."

Gingrich wins most delegates in South Carolina

(AP) ? Newt Gingrich won nearly all of the delegates in South Carolina's Republican presidential primary Saturday, narrowing Mitt Romney's lead in the race for delegates to the party's national convention this summer.

Gingrich, the former House speaker, has won at least 23 delegates of the 25 delegates at stake. Gingrich and Romney were still battling for the final two delegates.

These are the first delegates Gingrich has won in a primary or caucus. In all, Gingrich has 25 delegates, including endorsements from Republican National Committee members who will automatically attend the convention. Romney has 33 delegates and Rick Santorum has 14.

The race for delegates is still in the early stages, providing plenty of opportunity for a candidate who gains momentum to seize the lead. It will take 1,144 delegates to win the GOP nomination. Only 62 delegates were at stake in Iowa, New Hampshire and South Carolina, combined.

Florida is up next on Jan. 31, with 50 delegates up for grabs in a winner-take-all primary. There will be six contests in February, with a total of 178 delegates at stake. Super Tuesday is March 6, with more than 400 delegates at stake in 10 states.

South Carolina Republicans awarded 11 delegates to the statewide winner and two delegates to the candidate who got the most votes in each of the state's seven congressional districts. Gingrich was the statewide winner and he won at least six congressional districts.

Romney and Gingrich were locked in a tight battle in the final congressional district with more than 90 percent of the precincts reporting. The South Carolina State Election Commission did not report the vote by congressional district, but The Associated Press was able to tally those votes.

The South Carolina Republican Party said it plans to finalize the congressional district results in the next seven to 10 days.

The Associated Press calculates the number of national convention delegates won by candidates in each presidential primary or caucus, based on state and national party rules. Most primaries and some caucuses are binding, meaning delegates won by the candidates are pledged to support that candidate at the national convention this summer.

Political parties in some states, however, use local caucuses to elect delegates to state or congressional district conventions, where national delegates are selected. In these states, the AP uses the results from local caucuses to calculate the number of national delegates each candidate will win, if the candidates maintain the same level of support.
