Palestine becomes member of UN cultural body (AP)

PARIS ? The U.N. cultural agency has admitted Palestine as a full member in a highly divisive bid that opponents say could harm renewed peace efforts.

U.S. lawmakers had threatened to withhold some $80 million in funding to UNESCO if it approved Palestinian membership.

Huge cheers went up in UNESCO after delegates voted to approve the membership Monday. One shouted "Long Live Palestine!" in French.

Palestinian officials are seeking full membership in the United Nations, but because that effort is expected to take some time, they separately sought membership at Paris-based UNESCO.

Of Flash Mobs and Four Loko

On an ordinary afternoon at Copenhagen Central Station, a performer sets up a drum in the center of a large hall. A cellist joins him. A woman approaches with her flute. They strike up a melody that seems familiar. A clarinet and bassoon and other instruments start playing. People pull out their cell phones and record video. Within minutes an entire symphony orchestra has assembled in the middle of the station, and suddenly it?s clear that this isn?t just your typical street performance; it?s the Copenhagen Philharmonic, and the tune is Ravel?s Bol?ro. This musical flash mob is a very different experience from watching an orchestra perform in a music hall, perhaps because of the novelty of the surroundings.

The same sort of disconnect may explain the peculiar potency of Four Loko, a fruit flavored, caffeinated, alcoholic drink that was invented by three Ohio State University students in 2005. Following a series of reported hospitalizations, in 2010 the Food and Drug Administration declared that it was illegal to add caffeine to alcoholic beverages, and the makers of Four Loko complied.

Case closed? That caffeinated alcoholic drinks are dangerous is clear, but is caffeine the culprit? Shepard Siegel, a psychologist at McMaster University in Ontario writing in a recent issue of Perspectives on Psychological Science, doesn?t think so.

For one thing, caffeine doesn?t seem to affect the way that alcohol gets absorbed by the body. Moreover, many drugs, including alcohol, are known to be more potent if they are taken in an unusual context. In a 1976 paper in Science, Siegel termed this the ?situational specificity of tolerance.? Environmental variables ranging from the room where a drug is administered to flavor cues can influence an individual?s drug-related tolerance. What this comes down to is classical Pavlovian conditioning. The body of a social drinker learns to prepare for the alcohol in response to the environment, before the alcohol is even ingested. Siegel?s argument is that people became especially drunk after drinking Four Loko because of the unexpected way in which it was presented: it doesn?t actually taste like alcohol.

If Siegel is right, the decaf approach that the manufacturer of Four Loko has now taken could be troubling. It has announced a new beverage that comes with ?a brand new flavor profile every four months.? This doesn?t fix the problem. Once someone becomes tolerant to the effects of the alcohol in one flavor, his or her tolerance would be eliminated when the next one is released. Intentional or not, Four Loko takes advantage of the situational specificity of tolerance. It has more in common with the
Copenhagen Philharmonic flash mob than with your morning cuppa joe.

Japanese WWII submarine found off Papua New Guinea (AP)

CANBERRA, Australia ? A Japanese World War II submarine wreck was found partially buried in the seabed of a Papua New Guinea harbor during a search for unexploded munitions, Australia's military said Friday.

Australian and New Zealand warships found it 180 feet (55 meters) underwater while working in the area to clear WWII-era explosives Thursday, a Defense Department statement said.

Simpson Harbor is in the town of Rabaul, which was a major Japanese military base on the northeast coast of the South Pacific nation.

The wreck is partially buried in sand but upright. Australian navy historians had concluded from underwater images that the wreck is Japanese, the statement said.

"The Royal Australian Navy will now work with Japanese authorities to assist in determining the wreck's identity," it said.

Gary Oakley, an Australian War Memorial curator and a former submariner, said it appeared to be a midget submarine crewed by one or two men.

"My best guess would be it's a Japanese midget submarine. It doesn't look big enough to be an ocean-going ... submarine," Oakley said after examining indistinct images of the wreck released by the Defense Department.

Japanese midget submarines were transported by ship or larger submarines and used covertly to infiltrate enemy targets including Pearl Harbor in Hawaii and Sydney Harbor.

Such a submarine could have been destroyed by an American air raid or naval bombardment or even scuttled by the Japanese toward the end of the war, Oakley said.

Children who are persistently aggressive, defiant, and explosive by the time they're in kindergarten very often have tumultuous relationships with their parents from early on. A new longitudinal study suggests that a cycle involving parenting styles and hostility between mothers and toddlers is at play.

The study was done by researchers at the University of Minnesota and appears in the journal Child Development.

The researchers looked at more than 260 mothers and their children, following them from the children's birth until first grade. They assessed infants' difficult temperament as well as how they were parented between the first week and the sixth month of life, based on both observations and parent reports. When the children were 2 and a half and 3 years old, the researchers watched mothers with their children doing tasks that challenged the children and required assistance from the parents. Finally, when the children were in kindergarten and first grade, researchers asked moms and teachers to rate the children's behavior problems.

"Before the study, we thought it was likely the combination of difficult infant temperament and negative parenting that put parent-child pairs most at risk for conflict in the toddler period, and then put the children at risk for conduct problems at school age," according to Michael F. Lorber, a research scientist at New York University and lead author of the paper (Lorber was previously at the University of Minnesota). "However, our findings suggest that it was negative parenting in early infancy that mattered most." Negative parenting occurred when parents expressed negative emotions toward their children, handled them roughly, and so forth.

The researchers also found that it was conflict between moms and their toddlers that predicted later conduct problems in the children -- and not just a high level of conflict, but conflict that worsened over time. And in a cyclical pattern, when moms parented their infants negatively, that resulted in their children showing high levels of anger as toddlers, which in turn caused more hostility from the moms.

By the same token, moms who parented their infants negatively also may have had angrier kids because these moms were more hostile toward their toddlers. Negative parenting in infancy appeared to set the stage for both moms and their kids being more hostile and angry during the toddler years, bringing out the worst in one another.

"The results of our study move beyond descriptive findings to explain the underlying process linking how mothers parent their children in infancy and the problems children have in early elementary school," Lorber adds.

The study's findings can inform the development of appropriate interventions that target negative parenting as early as 3 months to help prevent later conduct problems in children.

Turkey survivor emerges from quake rubble (AP)

ERCIS, Turkey ? Rescuers, working under floodlights, pulled a 13-year-old boy alive from the rubble of a collapsed apartment building early Friday, over 100 hours after a massive earthquake leveled many buildings in eastern Turkey, killing at least 550 people.

A picture by the state-run Anatolia news agency showed a rescue team carrying, Ferhat Tokay, out of the debris, wearing a neck brace. In other pictures from a field hospital, he appeared conscious and looking at his rescuers.

Tokay's rescue came 108 hours after Sunday's 7.2-magnitude earthquake, the agency said.

The agency said the boy was injured but did not give further details. The collapsed building from which Tokay was rescued was in Ecris, the town worst hit by the quake.

The temblor has killed at least 550 people and injured 2,300 others, according to the country's disaster management, AFAD, website updated Thursday evening. Thousands of homeless in tents were struggling in the bitter cold as rain and snow brought on more hardship.

Television footage on Thursday showed a rescue team cheering and clapping as another young man, wearing a red sweater and strapped to a stretcher, was also carried out of the debris. His eyes were shut most of the time, but he opened them at one point.

The Anatolia agency identified the man as 18-year-old Imdat Padak. He was rescued by an Azerbaijani crew.

Padak was flown to the nearby city of Van and was dehydrated, but in good condition, according to the news agency.

Emergency officials said 187 have been rescued from the rubble. About 2,000 buildings have been destroyed and authorities declared another 3,700 buildings unfit for habitation.

More aid began to reach survivors, with Turkish authorities delivering more tents after acknowledging distribution problems that included aid trucks being looted even before they reached Ercis.

Families who did snag precious aid tents shared them with others. But some people spent a fifth night outdoors huddled under blankets in front of campfires, either waiting for news of the missing or keeping watch over damaged homes.

As survivors gathered pieces of wood to light campfires or stove-heaters, The Red Crescent and several pro-Islamic groups set up kitchens and dished out soup or rice and beans.

Sermin Yildirim, eight months pregnant, was sharing a tent with a family of four who were distant relatives, along with her own twins and husband. Her family was too afraid of returning to their apartment.

"It's getting colder, my kids are coughing. I don't know how long we will have to stay here," Yildirim said. "We were not able to get a tent. We are waiting to get our own."

Muhlise Bakan, 41, was not happy to share her tent with her husband's second wife, Hamide.

"I have four children, she has five," Bakan said. "We were sleeping in separate rooms at our house, and now we are sleeping side by side here."

However, she acknowledged the two women were now "closer" as they struggled together in hard times. Turkish law does not recognize second marriages, but some conservative men in the country's southeast still marry more than one wife in religious ceremonies.

Health problems increased the hardship.

"I am very sick, I need medicine," said Kevsel Astan, 40, who had a kidney transplant four years ago.

She said she was being treated at the state hospital until the quake struck. The damaged hospital was evacuated and doctors were focusing on emergency cases.

Burke Cinar, a sociologist with a Turkish foundation, said the group was trying to get tents for the families of 15 children with leukemia in Ercis.

Looking ahead, Turkey's weather agency predicted intermittent snowfall for the next three days.

Foreign assistance also began arriving. Israel, which has a troubled political relationship with Turkey, sent emergency housing units, blankets and clothing. Britain said it was dispatching 1,000 tents and Germany, Russia, Romania and Ukraine also contributed. A Japanese disaster rescue team was working alongside Turkish rescuers.

Saudi King Abdullah ordered a $50 million donation to help Turkey deal with the aftermath of the quake, the official Saudi Press Agency said.

Syrians who had fled across the border to Turkey to escape violence in their homeland donated blood for the injured, the Anatolia news agency reported.

Search and rescue operations ended in the provincial capital of Van, state-run TRT television said. But searchers in bright orange raincoats continued digging through debris in Ercis, 55 miles (90 kilometers) to the north.

They pulled out the bodies of two dead teenage sisters and their parents who were holding hands, and a mother clutching her baby boy, according to media reports.

Two teachers and a university student were rescued from ruined buildings Wednesday. One of the teachers later died in the hospital.

Some media reports said rescuers pulled out a 19-year-old alive early Thursday, but rescue team chief Mustafa Ozden told The Associated Press the youth was rescued on Tuesday.

The region has been rocked by hundreds of aftershocks. On Thursday, a 5.4-magnitude tremor hit the neighboring province of Hakkari, sending people rushing out of buildings in panic. No damage was reported but NTV television said some people were slightly injured trying to escape through windows.

Turkish television stations, meanwhile, organized a joint aid telethon that brought in just under 62 million Turkish Lira ($37 million).

Japan factory output posts first post-quake slump (Reuters)

TOKYO (Reuters) ? Japanese factory output fell in September for the first time since the devastating March earthquake, a sign the economy's recovery from the disaster is tailing off in the face of slowing global growth, the strong yen and Europe's lingering debt woes.

The 4.0 percent September decline was bigger than expected and the impact of Thailand's floods on some industries may add to the output woes and push the world's third-biggest economy into a fresh soft patch, some analysts say.

Japan's economy had been emerging from a recession triggered by the March disaster as companies restored supply chains damaged in the quake. Manufacturers surveyed by the government expect output to rise in October and November.

But some analysts say the yen's gains, a weak global economy and the Thai floods may mean the forecasts are too optimistic.

"Having rebounded following the March disaster, factory output is likely to stall until the year-end as overseas demand weakens," said Yuichi Kodama, chief economist at Meiji Yasuda Life Insurance.

"There is the possibility that manufacturers' forecasts for October and November will be downgraded as overseas economies including emerging nations are slowing down, which could weigh on Japan's exports in the October-December quarter."

September's fall in industrial output was nearly double a median market forecast for a 2.1 percent decline and followed a 0.6 percent rise in August, data by the Ministry of Economy, Trade and Industry showed on Friday.

It was the first post-quake decline and -- excluding the 15.5 percent slump in March caused by the disaster -- was the biggest fall since February 2009, when the financial crisis triggered by the collapse of Lehman Brothers hit global demand.

A fall in general machinery output, such as chip production equipment, was a major contributor to the fall, reflecting not only weaker demand growth from overseas but the impact of the strong yen on Japan's export competitiveness, analysts said.

MORE RISKS AHEAD

The ministry cut its assessment on industrial output to say it was flat as manufacturers it surveyed expect production to rise just 2.3 percent in October and 1.8 percent in November, barely enough to offset the steep decline in September.

The forecasts do not take into account the effect of output disruptions caused by the severe flood in Thailand as they were made before it happened, a ministry official told a briefing.

Several Japanese companies with operations in Thailand have been impacted by the floods, with many forced to shut down factories. Toyota Motor Corp (7203.T) said on Thursday it would suspend Thai production for a fourth week and reduce output as far afield as North America and South Africa.

The Japanese output data underscores the Bank of Japan's view that the yen's strength and slackening global growth are threatening recovery, which led it to ease monetary policy for the second time in three months on Thursday.

It may have to boost monetary stimulus again, possibly in tandem with currency intervention by the finance ministry, if the yen's rise persists or a plan to staunch the euro zone sovereign debt crisis agreed this week fails to produce lasting results.

"Companies are forecasting gains in production in the future, but there is a chance that production could undershoot these forecasts as that has happened in the past few months," said Shuji Tonouchi, senior fixed income strategist at Mitsubishi UFJ Morgan Stanley Securities.

"It is clear that the government and the BOJ are worried about the yen and overseas economies, so there is a chance of intervention or additional easing."

Finance Minister Jun Azumi repeated his warning that Tokyo was prepared to step into currency markets if needed, as the yen hovered near a record high around 75.90 to the dollar.

"Currencies should reflect economic fundamentals. We are very worried about speculative moves and will take decisive measures when necessary," Azumi told reporters on Friday.

Other data also pointed to mounting risks to the recovery.

Energy costs pushed up core consumer prices in September, but a narrower measure showed that costs continued to decline as falling wages and worries about the global economy threaten to dampen consumption. Separate data showed that household spending fell in September from a year earlier, for a seventh consecutive monthly decline.

The BOJ on Thursday cut its economic forecasts because of slowing global growth, but still predicts a moderate economic recovery in the next two years, underpinned by reconstruction spending at home and the resilience of emerging economies.

That is largely in line with a Reuters poll, which forecast this month that Japan's economy would grow 0.2 percent in the fiscal year through next March and 2.2 percent in the following year.

'X Factor' host: Simon Cowell's 'just so childish'

Simon Cowell is a lot of things. Blunt. Straightforward. British. But is he, as one of his fellow "X Factor" stars claim, childish in his judging methods?

We caught up with Cowell, Paula Abdul, Steve Jones, Nicole Scherzinger and L.A. Reid after last night's "X Factor" elimination show, and someone had some pretty harsh words in regard to Simon's attitude. Of course, the master of mean had some harsh thoughts of his own to let loose...

"Simon is the worst!" host Jones exclaims. "For such an intelligent and successful man he can be just so childish. Whenever L.A. was trying to speak, Simon would go like this to the crowd [raises arms] so they would drown him out basically. So they just would cheer all over his speech. Either he means the drama is yummy, or someone has a man-crush on Simon! But you know who isn't Simon's No. 1 fan right now? Scherzinger. Especially after last night when it seemed like they were butting heads.

"I have no idea what her problem was tonight, seriously," Cowell tells us. "Somebody was a little bit grumpy." And when we brought up the bad blood to the former Pussycat Doll, she just laughed it off. "I am pretty tough. I know how to handle [Simon] but sometimes I've just got to bite back," she says. "I can't help it, especially when he talks about me not connecting with my contestant when I know how hard I've worked with them and the time I've spent."

Speaking of those contestants, Simon revealed that he had a soft spot for Melanie, and even admitted to us that (gasp!) he was wrong. "Judging by the reaction tonight and the point that she proved, she is a class act, and I like the fact that she bounced back and she proved a point. And I was happy to admit I was wrong," he says. We don't understand a world in which Simon admits he made a mistake. Is the sky still up?

(AP) ? Mike Napoli was dialed in, no matter who he was going to face.

A charmed season for Napoli and the Texas Rangers got even better Monday night, thanks to a most unlikely twist ? a bullpen telephone mix-up.

After a dropped ball and a dropped call, of sorts, loaded the bases in the eighth inning, Napoli delivered a tiebreaking two-run double that beat the St. Louis Cardinals 4-2 and gave Texas a 3-2 edge in the World Series.

The Rangers moved within one win of capturing their first crown, which they can do Wednesday night in St. Louis.

"We certainly won't be out there thinking about we've just got to win one game," Texas manager Ron Washington said. "I've been there before, and that doesn't work."

And the Cardinals' approach? Maybe get a smartphone, or perhaps next time they should try texting the bullpen.

Napoli's go-ahead stroke came off Marc Rzepczynski, right after a potential double-play ball slipped away from the St. Louis reliever, causing manager Tony La Russa to put his hands to his head in exasperation.

More bruising, at least to the Cardinals: Rzepczynski wasn't even supposed to face Napoli.

La Russa said he called down to the bullpen earlier in the eighth and wanted Rzepczynski and closer Jason Motte to get ready. Instead, bullpen coach Derek Lilliquist heard only Rzepczynski at first. La Russa called again to ask for Motte and this time Lilliquist heard "Lynn," as in reliever Lance Lynn.

"I was more frustrated the double-play ball went off the glove and the fact we had numerous chances to add runs. That's probably more frustrating," La Russa said.

"The other part just happens. I mean, it's loud down there, and sometimes you call down there and you have to wait until the crowd and a guy gets up late. I mean, this is not unusual," he said.

Said Lilliquist: "You get a bunch of people, and it's loud."

"He wanted Motte going easy to back Zep up and I thought I heard Lynn. It transpired from there," he said. "It's basically miscommunication. It was loud. A lot of places are like that. The phone is as good as any phone anywhere."

The right-handed Napoli, meanwhile, was set to face the left-handed Rzepczynski with the one out and the score 2-all.

"I didn't really see anybody warming up in the bullpen, so I kind of figured I was going to face him," Napoli said.

"Just trying to get something to the outfield, you know, get a sac fly, get that run across the board," he said. "I was trying to stay short and I got a pitch I could handle over the middle of the plate and put it in the gap."

After Napoli put Texas ahead, the slugging catcher capped off his night of double duty by throwing out a would-be base stealer in the ninth as Albert Pujols struck out.

"Pujols is going to put it in play, he's a good contact hitter," Napoli said, "and they were just starting the runner, 3-2. As soon as I got it, I just got rid of it and put it on the bag."

In the seventh, Napoli threw out Allen Craig at second with Pujols at the plate. Apparently, Pujols put on his own hit-and-run, then didn't swing.

Texas can wrap it up in Game 6, with Colby Lewis facing Jaime Garcia. The weather forecast for Busch Stadium is daunting, calling for rain and temperatures around 50.

If the Rangers eventually do win it all, the Texas fans who stood and chanted Napoli's name may forever remember his two-run hit.

If the Cardinals lose, there's no doubt which play will stick with La Russa for a long, long time.

It was tied when Texas put runners on first and second with one out in the eighth, and Rzepczynski was summoned. David Murphy followed with a bouncer back to the mound, a possible inning-ending double play in the making.

But the ball appeared to glance off Rzepczynski's hand and trickled harmlessly away for a single that loaded the bases. In the dugout, La Russa immediately threw his hands to his head, a true "Oh, no!" moment.

Napoli, who came close to a three-run homer in his previous at-bat and hit a big homer in a Game 4 win, sent a drive up the alley against the pitcher with the nickname "Scrabble." The double off Rzepczynski sure spelled good things for Texas, with the excitable Washington waving the runners around from the dugout.

Darren Oliver earned the win and Neftali Feliz closed for his second save of the Series and sixth of the postseason.

Adrian Beltre and Mitch Moreland hit solo home runs off Cardinals ace Chris Carpenter. Texas had fallen behind 2-0 early with C.J. Wilson pitching.

Later, it became a battle of the bullpens and Texas prevailed.

Octavio Dotel gave up a leadoff double to Young in the eighth, struck out Beltre and intentionally walked Nelson Cruz. That left it up to Rzepczynski, and the game quickly slipped away.

La Russa appeared stunned by the turnaround. Later in the eighth, because of the mix-up, he brought in Lynn and had him issue an intentional walk to the only batter he faced. Motte eventually ended the inning, but it was too late.

Fittingly, Napoli had a role in the final play. Lance Berkman struck out and the ball hit Napoli's shin guard and trickled up the first base line, where the catcher picked it up and tossed to first base to end the game.

Pujols drew three intentional walks, including a pass with two outs and none on in the seventh. The St. Louis slugger then nearly used his legs to put his team ahead.

Pujols was running hard on a 3-2 pitch that Matt Holliday hit for a single to left-center. Pujols chugged around the bags and third base coach Jose Oquendo initially waved him home, only to put up a late stop sign.

Would Pujols have been safe on shortstop Elvis Andrus' wide throw to the plate? Maybe. But it became moot when Berkman was intentionally walked to load the bases and David Freese flied out against Alexi Ogando.

NOTES: Playing on his 34th birthday, Rafael Furcal led off the game with a liner that 3B Beltre backhanded. Furcal started Game 4 the same way. ... Wilson matched the postseason record for walks ? 19 ? set by Cleveland's Jaret Wright in 1997. Wilson's 11 walks in the World Series are the most since Allie Reynolds in 1951. ... Cardinals reliever Arthur Rhodes turned 42. He's the oldest player to celebrate a birthday while playing in the Series. Jim Palmer was 38 in 1983.

Breast Reconstruction Boosts Women's Emotional Well-Being: Study (HealthDay)

MONDAY, Oct. 24 (HealthDay News) -- Women who had a mastectomy and underwent breast reconstruction using tissue from their own abdomen showed rapid improvements in psychological, social and sexual health after the procedure, a new, small study says.

However, they experienced lingering physical problems in the area of the abdomen where the tissue was removed.

The study included 51 women who underwent two advanced forms of breast reconstruction that are gaining popularity in North America and Europe. The free MS-TRAM and DIEP flap procedures involve using tissue from a woman's abdomen to reconstruct the breast.

The women in this study had the procedures between June 2009 and November 2010. They completed questionnaires before surgery and three weeks and three months afterward.

They reported significant improvements in psychological, social and sexual well-being as soon as three weeks after the procedure. But three months later, they still had problems in the abdominal area where the tissue was taken for breast reconstruction.

The study appears online in the journal Cancer.

The findings may prove helpful to breast cancer survivors who have had a mastectomy and are considering breast reconstruction, said authors Dr. Toni Zhong, of the University Health Network Breast Restoration Program at the University of Toronto and her colleagues at the Memorial Sloan-Kettering Cancer Center in New York City.

"While the author of this study singles out a specific type of breast reconstruction, it's been my experience overall that all women who have had successful reconstructive surgery experience improved psychological and sexual well-being," commented Dr. Philip Bonanno, director of the Institute of Aesthetic Surgery and Medicine at Northern Westchester Hospital in Mount Kisco, N.Y.

"In the current health care environment where patients and providers increasingly seek evidence-based data to guide clinical decisions, discussing satisfaction outcomes with patients will help them make educated decisions about breast reconstruction," Zhong said in a journal news release. "Our study can serve as an important source of evidence to guide the decision-making process for both surgeons and patients."

Indiana identical twins give birth on same day

BLOOMINGTON, Indiana (AP) ? Two identical twins in Indiana now have another birthday in common: They delivered babies on the same day at the same hospital.

The Herald-Times reports 21-year-old Jessica and Jennifer Patterson gave birth Wednesday at Indiana University Health Bloomington Hospital.

Jennifer Patterson gave birth first to a girl, Adalynn Rose Patterson, who was born with a collapsed lung but is now doing fine.

Eight and half hours later, Jessica Patterson gave birth to a boy, Mason Douglas Patterson, by Cesarean section.

Jennifer Patterson calls the same-day births "kind of cool." Both women live in the tiny Lawrence County town of Judah.

Hospital spokeswoman Amanda Roach says no one can recall the last time identical twins delivered babies at the hospital on the same day.

(AP) ? Dan Wheldon is being remembered not only as a champion driver but as a devoted husband, caring father, loyal friend, beloved son ? and a neat freak.

Family members, friends, fellow drivers and hundreds of supporters said goodbye to Wheldon during a memorial service Saturday that included heart-wrenching letters by his wife and little sister, a story-filled eulogy by the best man at his wedding and two gripping songs by Wynonna Judd. There were several references to Wheldon's love of keeping everything tidy.

The two-time Indianapolis 500 winner was one of the sport's most popular drivers. He died last Sunday in IndyCar's season finale at Las Vegas.

He was buried in a private funeral service following Saturday's public memorial at the First Presbyterian Church of St. Petersburg.

A glance at Basque militant group ETA, its goals (AP)

A glance at the armed Basque separatist group ETA and its conflict with Spain.

HISTORY ? ETA was formed in 1959 during the right-wing dictatorship of Gen. Francisco Franco. Its name is a Basque-language acronym for Euskadi Ta Askatasuna, meaning Basque Homeland and Freedom.

AIMS ? The group wants to create an independent state made up of Basque areas in northern Spain and southwestern France and parts of the northern Spanish region of Navarra. Many people in those areas speak Basque.

VIOLENCE ? On Thursday, ETA issued a statement saying it is ending its armed campaign for independence and called on Spain and France to open talks. After initially seeking its goals through political means, ETA began to resort to violence, mainly car bombs and point-blank shootings. Its first killing was in 1968. ETA is blamed for 829 deaths. The group's last deadly attack in Spain was a July 2009 car bomb that killed two policemen on the Mediterranean island of Mallorca.

CEASE-FIRES ? ETA declared a permanent cease-fire in September 2010 and went further in January 2011 by saying it was verifiable by the international community." Spain's government rejected the announcement and reiterated its demand that the group simply dissolve. ETA had also declared a permanent cease-fire in March 2006, but negotiations with the government went nowhere and the group set off a car bomb at a parking garage of Madrid's airport in December of that year, killing two people who were sleeping in cars.

POLITICAL SUPPORT ? Political parties linked to ETA are banned, but ETA's political supporters want to re-enter the political system and field candidates again. Previously, groups such as Batasuna used to garner some 12 percent of votes in regional elections.

MEMBERS ? During the 1970s and early 1980s, ETA was estimated to have had around 1,000 members, out of a regional population of just more than 2 million. In the 1990s, France stepped up cooperation with Spain in chasing down ETA militants who had traditionally sought refuge there. Authorities claim the group has been reduced to a handful of commandoes with two to three members each.

PRISONERS ? There are now nearly 1,000 ETA members jailed in Spain and France. Tens of thousands of Basques protested two days before Monday's cease-fire was announced, demanding that the prisoners in Spain be jailed closer to home.

North Korea's Kim says ready to resume nuclear talks (Reuters)

MOSCOW (Reuters) ? North Korean leader Kim Jong-il repeated his readiness to return to stalled nuclear talks "without any preconditions" in an interview with the Russian state news agency Itar-Tass published on Wednesday.

The comments came amid a flurry of intensified diplomacy by Russia, China and the United States on trying to end North Korea's nuclear program after talks collapsed in late 2008.

The United States and North Korea plan to meet on Monday and Tuesday in Geneva, a source familiar with the matter said, for discussions likely to focus on whether nuclear talks might resume.

"Our principal position that the six-party talks should be swiftly resumed without any preconditions remains unchanged," Kim said in a written response to questions from Itar-Tass.

Russia and China have pressed their reclusive and impoverished neighbor to return to the six-nation talks though the United States, Japan and South Korea say Pyongyang must first show it is serious about getting rid of its nuclear capabilities.

During a rare visit to Russia last month, Kim promised to consider suspending nuclear arms tests and production if international talks on Pyongyang's atomic program resume.

Since the August meeting with President Medvedev, Kim's first public visit to Russia since 2002, relations with the Kremlin have improved.

Russia resumed traffic along a repaired rail line to North Korea and has aired plans to build a gas pipeline and even hold joint naval exercises.

"On these projects, North Korea and Russia are now rapidly implementing practical measures for cooperation in the field of energy, including on the laying of a pipeline," Kim told Tass.

"I am certain that the friendship and cooperation between our two countries will develop and strengthen in all spheres including politics, economy, culture and military affairs."

Geithner and China's Wang discuss economy in phone call: report (Reuters)

BEIJING (Reuters) ? United States Treasury Secretary Timothy Geithner and Chinese Vice Premier Wang Qishan discussed economic relations and the international outlook in a phone call on Tuesday Beijing time, China's official Xinhua news agency reported.

The brief report did not give any details of the discussions between Geithner and Wang, who plays a key role in steering Beijing's financial and economic policies.

The U.S. Treasury Department said on Friday it would delay until later this year a ruling on whether China is manipulating its yuan currency, which Democratic Party lawmakers have sought to target in a bill that would punish Beijing for foreign exchange controls.

Beijing has repeatedly decried the U.S. legislation, which would let Washington slap countervailing duties on goods from nations deemed to subsidize exports by undervaluing their currencies, including China's yuan, which many lawmakers say is held drastically low against the dollar.

There was no announcement about the phone conversation on the U.S. Treasury Department's website.

Geithner said last month that China is holding to a decades-old strategy to steal American intellectual property, in a pointed statement reflecting U.S. officials' growing impatience with Beijing.

Can American Fans Save German Riesling?

While the 2010s are now hitting the market, I?ve recently gorged on Kabinetts from the excellent 2009 vintage. I love the wines of Willi Schaefer, and the 2009 Willi Schaefer Graacher Himmelreich Riesling Kabinett ($24) is a typically delicate, sublime effort from this acclaimed Mosel producer who now enjoys a cult-within-a-cult following among riesling zealots. It was also one of the stars of my recent hot dog and wine tasting. I long ago swore allegiance to the cult of JJ Prum, and the 2009 JJ Pr?m Wehlener Sonnenuhr Riesling Kabinett ($33) gave me no reason to reconsider. Sure, there was the usual sulfurous stink on the nose?always a problem with drinking Prum young?but the wine was light, almost airy in texture and packed a toothsome medley of lime, apple, and mineral flavors. A lot of people believe that Helmut D?nnhoff, whose vineyards are in the Nahe region, is Germany?s most talented winemaker, and the 2009 D?nnhoff Oberh?user Leistenberg Riesling Kabinett ($25) made a persuasive case on his behalf. It was a finely chiseled, delicious wine that radiated completeness. Selbach-Oster is a great producer in the Mosel whose wines also offer sensational value. The 2009 Selbach-Oster Zeltinger Sonnenuhr Riesling Kabinett ($18) was just a terrific bottle, with perfect balance, superb minerality, and an herbal twang that I loved. The 2009 Zilliken (Forstmeister Geltz) Saarburger Riesling Kabinett ($23) was as much a mouthful to taste as it is to pronounce; this is the kind of voluptuous Kabinett that leads people to say that true Kabinetts no longer exist. That said, the wine was excellent, its richness parried by plenty of zesty acidity and a beam of minerality.
