Playoff dollars could spark calls to pay players

(AP) ? The new playoff system means big money for major college football, as much as a half-billion dollars per year just in television rights alone.

That has Texas coach Mack Brown ? among others ? wondering if some of that windfall should be heading the players way.

"In my opinion, with the amount of money the playoff will generate, I hope we can revisit the student-athlete stipend," Brown tweeted soon after the new, semifinal format was approved by university presidents Tuesday in Washington.

"It will be a very lucrative event and those young people are the ones that make it all possible," he added.

Even before the plan had a presidential seal of approval, a group of former and current athletes was pushing for some of the newfound wealth to be spent on player safety and health ? an issue that becomes more important as the season expands.

The current Bowl Championship Series television deal with ESPN, plus the Rose Bowl's separate agreement with ABC, pay the major college football schools about $155 million per year. That money is distributed unevenly throughout college football, with power conferences such as the Big Ten and Big 12 getting more for their members than others such as the Mountain West and Conference USA.

The commissioners working on the playoff system have been reluctant to speculate on exactly how much the TV rights for it will be worth, but they all agree it'll be at least double.

Also, the new national title game will go to the highest-bidding city, which will pour millions more into the coffers of FBS schools. Officials in Arlington, Texas, home of the Cotton Bowl, and Atlanta, where the Chick-fil-A Bowl is played, are already lining up to make a pitch.

West Virginia Athletic Director Oliver Luck said that, to those who want the players to receive more money, all that playoff cash "is at least one more arrow in their quiver."

While NCAA President Mark Emmert has argued strongly against paying football players like professionals, in a manner that South Carolina coach Steve Spurrier has been pushing the past two years, the fight over raising student compensation already has started.

Last year, new legislation was approved that would have allowed schools to offer a $2,000 stipend, in addition to their scholarship, toward what the NCAA calls the full cost-of-attendance.

But the measure was tossed into limbo after more than 100 schools asked for an override vote. Critics were concerned about whether all schools would be able to afford it, especially with so many facing budget crunches in the economic downturn. Also, there is concern that the schools which can afford to pay the extra stipend will gain an advantage in recruiting.

Still, Emmert has said he would still like it passed, and he praised the approval of a new postseason format to replace the BCS.

"I commend the BCS Presidential Oversight Committee on its leadership to move to a playoff model," he said. "I remain confident that as the details of the new format are determined in the coming weeks, presidents will continue to keep student-athlete well-being, both in the classroom and on the field, front of mind."

Texas Tech athletic director Kirby Hocutt said it's too soon to start talking about what do with the extra money.

"I think there's still a lot of work to be vetting out, and how the revenue is going to be distributed is the first step in that," he said. "We haven't gotten that far along in the process but I expect over the course of the next academic year we will do that in meetings."

Luck said he had been telling his bosses, even before the new playoff format, that they should start budgeting for the increased cost of scholarships.

"I always kind of figured it was inevitable," he said in a telephone interview Wednesday.

Cutting back would seem to be off the board at this point, Arizona coach Rich Rodriguez said. With teams being asked to play as many as 15 games in a season now, he said there better not be any more talk about reducing the 85-scholarship limit.

"Any talk about that going forward has to cease," he said. "You're going to need more players to get through a season healthy."

Washington State coach Mike Leach said while he has no problem with giving players a bigger scholarship, maybe the extra money could go toward more scholarships.

"Give everybody five more scholarships, five more opportunities for guys to go to school," he said.

The National College Players Association, an advocacy group made up of 17,000 current and former Division I student-athletes, isn't looking for players to be paid as much as it would like more money spent to keep them safe.

Their point is the national title winner is going to start camp in August 2014 and finish the season on Jan. 12, 2015, with a regular season, conference title game, semifinal and final in between. Not so long ago, NFL teams had only a 14-game regular season.

The group's president, former UCLA football player Ramogi Huma, was in Washington and arrived at the hotel where the presidents and commissioners a few minutes before the meeting started.

"Our universities shouldn't add extra games without adding extra protections to minimize the head trauma risks associated with contact sports," Huma said.

The Impolitic: Rand Paul mucks up flood insurance bill

This is why the Senate can't get anything done. The Tea Party Republicans are professional asshats. Even when they have an important bill on the floor that actually has bi-partisan support, some grandstanding idiot GOPer like Rand Paul holds flood insurance hostage to pander to his zygote worshipping cult.
WASHINGTON -- Sen. Rand Paul (R-Ky.) moved this week to hold a noncontroversial flood insurance bill hostage until the Senate agrees that life begins at fertilization.

The bill, which would financially boost the National Flood Insurance Program on the cusp of hurricane season, had been expected to pass easily in the Senate. But since Paul on Monday offered an unrelated "fetal personhood" amendment, which would give legal protections to fetuses from the moment of fertilization, Senate Majority Leader Harry Reid (D-Nev.) is threatening to halt progress on the legislation.

"I'm told last night that one of our Republican senators wants to offer an amendment -- listen to this one -- wants to offer an amendment on when life begins," Reid said on the Senate floor Tuesday. "I am not going to put up with that on flood insurance. I can be condemned by outside sources; my friends can say, 'Let them have a vote on it.' There will not be a vote on that on flood insurance. We'll either do flood insurance with the amendments that deal with flood insurance, or we won't do it. We'll have an extension."

I've long thought the amendment procress is in serious need of an overhaul. It would eliminate a lot of time wasted on horsetrading and increase transparency of the process if they never allowed unrelated amendments to be brought forward. It should be a rule, not an exception to the norm.

Good for Harry for finally drawing a line. Hope he holds to it. The media circus around that showdown would reinforce the GOP War on Women narrative and piss off every homeowner in a flood zone. It's a win for Dems. Sadly, knowing Harry, I expect he'll crumble like a coffeecake at the first mean word in the national media.

Survive This Economy: Cutting Your Life Insurance Premiums ? CBS ...

CHICAGO (CBS) ? It?s summertime and everyone wants to be in shape. You already know losing weight is good for your health, but CBS 2?s Dorothy Tucker reports getting fit can also save you money on life insurance.

Marcus Wright has been pounding the pavement, on a mission to lose weight and improve his health.

?I know that right now my cholesterol is a little elevated. I know that I?ve been battling high blood pressure,? he said. ?I am considered overweight. My doctor just told me that.?

Shedding a few pounds will not only be good for Wright?s health, it will also be good for his wallet. He could save money on a life insurance policy.

?I?d like to buy one for as long as possible, I?d like it to be a 30-year policy, so I want to get the best rate I can get today,? he said.

For the best rate on a $500,000 policy, Marcus would have to lose 25 pounds. Right now, at the age of 43, 5?9? tall, 210 pounds, a non-smoker, with high blood pressure and high cholesterol, and a family history of heart problems, Marcus has to pay $814 a year. If he sheds 25 pounds, his premiums would drop to $549, a significant savings of $265 a year.

?Obesity is a huge problem in our country. It causes so many other health issues,? said MetLife Insurance representative Geoffrey Grossett. ?If we can reduce our weight, maintain that weight, we will probably live longer, and we will reduce our long-term health costs; not just our life insurance policy, but the health costs.?

Other ways to reduce your premiums include improving your lifestyle.

If you smoke, stop. You?ll cut your premiums by 50%.

Exercise on a regular basis, and you?ll get a 20% break.

And Grossett said it?s never too late to cash in on positive changes.

?A year from now, you?ve gone and lost 30 pounds, you?ve worked out, you?ve quit smoking, your blood pressure?s come down ? call your insurance agent, and get another underwriting, and you very, very likely will be able to reduce your premiums.?

The sooner you sign up for life insurance, the less you pay. Younger adults have less health issues, and typically pay 50 to 60 percent less.

If Wright does get his weight down by 25 pounds, his $265 savings on life insurance will bring the total money his family has saved through the ?Survive This Economy? series to $2,932 since November.

Searching for Hardwood Floor Contractors to Improve Your Home ...

The floor may help define the standard of your own home. It is the very first thing your friends and relatives will probably notice once they step into your house. It ought to appear clean for your eyes and really feel clean for your feet. The sort of material applied on your floor leaves a good or bad impression on your visitors. One of the most appealing types of flooring is hardwood. Look for well-performing hardwood floor contractors if you need to bring classiness in your property.

There are two kinds of hardwood floors: solid and engineered. Solid hardwood floors give off a natural vibe into the house. It could range in dimension and style while some might include other functions just like immunity from humidity. Engineered hardwood, conversely, has 2 or more levels. Additionally it is the most widely used flooring worldwide. Many people mix up engineered hardwood with laminates and vinyl. Both kinds just make your floor appear as if they're genuine wood. Discuss the type of flooring you would like for your home with your hardwood floor contractors.

Floors deteriorates with time. Experts normally make use of special surface finishes to keep the floor from looking dull over time. Building contractors don't just set up flooring systems; they must make sure it seems polished and spot-free. In some cases, the floor may end up uneven after installation. To correct this, hardwood floor sanding is critical.

hardwood flooring sanding is the solution to smoothen the surface and get rid of unevenness. Experts use a sander machine for easy leveling and handheld sandpaper for edges and difficult to reach parts. This process also works well for removing paint stains or torn film on the surface of the floor. Sanding isn't easy and it demands good deal of attention if you need a perfectly smooth surface. Additionally you need to use different kinds of sand paper or devices on distinct areas. Apart from flooring, stair cases made out of hardwood steps also call for sanding and finishing.

When sanding hardwood floors, you initially need to remove or fasten lifted nails or screws. This prevents uneven smoothening and also eliminates damaging the sanding machine. There has to be good air flow inside the room as sawdust may possibly fill up the air. Building contractors need to use safety glasses and respiratory masks to protect themselves from toxic irritants. The floor must be free from dirt, hair, as well as other fine particles to have an easier sanding process.

It really is easier to try to find contractors on the internet focusing on setting up hardwood floors. Do a search for reliable companies providing high quality solutions on installation and sanding. Makeovers continually come with an expensive price however, you can get your way around it when you try to find reasonably priced deals on the internet. Verify the hardwood floor sanding cost with your list of contractors. Select one that provides economical yet effective services with reputation on quality. Change the look of your home with hardwood flooring systems, and bring in an even more elegant atmosphere in your interior.

(AP) ? A tropical storm warning was issued Sunday for Alabama to the Florida Panhandle as Debby lashed parts of the Gulf Coast with wind and rain.

The National Hurricane Center in Miami said Sunday morning that Debby was about 190 miles (310 km) east-southeast of the mouth of the Mississippi River. It said the storm warning has now been issued from the Mississippi-Alabama border eastward to the Suwanee River in north Florida.

Debby's top sustained winds had increased to about 60 mph (95 kph). The storm was moving toward the northeast at 6 mph (9 kph).

Although a forecast track was still uncertain, the hurricane center said people from Texas to Florida should remain alert to Debby's movement.

At least one tornado linked to the storm touched down Saturday in southwest Florida, but no injuries were reported. Heavy squalls pounded parts of that state.

Forecasters said Debby could reach hurricane strength sometime over the next few days. Meanwhile, up to 10 inches of rain were possible along the coast, with isolated amounts possibly reaching 15 inches.

It was the first time four tropical storms have been recorded before July 1 during the Atlantic hurricane season since record keeping began in 1851. Alberto was the first storm this year. It formed off the South Carolina coast on May 19, almost two weeks before the hurricane season officially began June 1.

Debby forced the suspension of 8 percent of the region's oil and gas production.

The government reported that nine production platforms and one drilling rig were evacuated. The suspended crude production amounts to about 2 percent of U.S production and about 0.1 percent of global production. The reduced production is not expected to impact oil prices unless the storm strengthens and forces more production platforms to close.

A tropical storm warning was also in effect for part of the southeast Louisiana coast. Officials there have been monitoring the weather closely for the past several days. Some low-lying areas close to the coast flood easily in rough weather.

Near the mouth of the Mississippi southeast of New Orleans, Plaquemines Parish President Billy Nungesser said officials were making preparations to protect the main highway from tidal flooding.

A tornado touched down in Collier County in southwest Florida and forecasters warned other twisters were possible.

Several homes were damaged and tree limbs were down, smashing atop at least two cars, The Naples Daily News reported.

"This is quite common with this type of storm," senior hurricane specialist Stacy Stewart with the National Hurricane Center said of the twisters. "They tend to not be very large or long-lived, which can be difficult to detect on radar. So people need to keep an eye on the sky."

Out in the Gulf, Anadarko Petroleum removed all non-essential personnel and expected to close four facilities in the central and eastern Gulf. Chevron, Royal Dutch Shell and Marathon Oil said non-essential personnel were being removed but production was not being affected. ExxonMobil reported that its operations were unaffected.

Greta Van Susteren: What Women Will Stand Up to an Outrageous Insult to Former First Lady Laura Bush?

This (below) is outrageous.

22 women have written a letter to a museum protesting an award to Former First Lady Bush. The award, the Alice Award, is to honor a woman for advancing women. This year's recipient is the Former First Lady.

I can't decide if the 22 protesting women are ignorant or mean spirited -- or worse, both. (I would love to know what each of the 22 has done for women!)

One (Sonia Pressman Fuentes) is quoted below saying "I'm complaining that she's [Mrs. Bush] never done anything for women to get this award.."

Really? Not done anything for women? Fuentes and the other 21 are grossly uninformed (at best).

Let me give you a sample or two. (And my guess is that GMA's Robin Roberts and syndicated columnist Kathleen Parker will agree with me since they both were there covering one of the projects about which I write below. Like I did, Robin and Kathleen saw it... and I am sure both were impressed.)

When Mrs. Bush was First Lady, she went all over the Mideast (Robin and I chased her) talking about breast cancer awareness and the need for early screening. She did this in places where the cultures prohibit such discussion or even detection efforts. She spoke to women who got help way too late since their culture does not permit discussion. I don't need to tell you what their prognosis was. Mrs. Bush went to cancer facilities... spoke to roundtables of women. It was nonstop. The governments of those Mideast countries listened -- even though they probably were not happy with her message that women should be treated fairly. She went to countries and places and talked to leaders where woman can't get mammograms without the permission of husbands.

Mrs. Bush didn't have to go to the Middle East to put the spotlight on breast cancer. She got nothing out of going (and the days and hours were long and hot) except a personal satisfaction that she could help... and that personal satisfaction drives her... drives her to help other women. Women are very lucky that Mrs. Bush has a personal drive to want to help.

Frankly, she is not like the 22 women who took a pot shot at her. She likes to help. She is decent in that way. She was using her platform (and continues to do so) to help women who desperately need and needed help. She did it because she gives a damn.

But her tireless effort to help promote breast cancer awareness in the Mideast was not something new. She has been doing that for years -- long before she became First Lady. It is her history. For years, prior to the White House or even the Governor's Mansion in Austin, she was a regular volunteer helping the Komen Foundation in Dallas... yes, putting a spotlight on breast cancer awareness here in the U.S.

The trip to the Middle East is one small sample that shows who she is, her big heart, and what a good powerful woman can do.

But it isn't just breast cancer -- how about her campaign for literacy? Do you know how many of her literacy events she has held that I have covered over the years? Yes, of course illiteracy afflicts men, too; but it's particularly painful to the single mother who needs to find a job to feed her children. If you can't read, you can't fill out a job application. (I heard her say that over and over and over again at these literacy events!)

Or how about the women of Afghanistan? She has devoted much time and effort to help the women and she didn't drop it when she went back to Texas. She dug right in with a mission to continue to help them. A year ago she drafted me to moderate a panel at SMU with women from Afghanistan and other countries who mentor with businesswomen in the U.S. -- putting a spotlight on what successful women in this country can do to help women in other countries and most of all in Afghanistan where the Taliban has been brutal to women. The conference was the public side of her work for the women -- she does a lot of behind the scenes work to help the women hook up with business women in the U.S.

Want another one? Ready for more? Do you know who Aung San Suu Kyi is? I confess... I didn't until Mrs. Bush spoke out at the UN about her. She was under house arrest in Burma -- under a repressive regime. For the First Lady of the U.S. to be so bold to speak out against a repressive regime holding a woman was big.

This blog posting is not a Republican/Democratic issue. Breast cancer hits women of both parties. I know Democratic women with it and Republican women. Likewise... literacy is not a partisan issue. It is a human rights issue -- you can't get along in life if you can't even sign your name.

These are projects Mrs. Bush has been pushing for years.

The only partisan aspect to the article below are the 22 women who signed the letter and lack the decency to step back from their mean spirited partisanship and just look at the FACTS. Facts matter.

I could go on and on with what Mrs. Bush has done for women over the years and continues to do. But now I turn to the question: what has Fuentes been doing? Holding pot luck dinner with other women complaining about women of other political parties who actually DO help ?

Finally, I do challenge other women in politics and the media to do the right thing. Time to speak up! Write a letter to the museum board challenging the obscene letter written about Mrs. Bush. We want to encourage women to help women -- what these 22 women did is just the opposite, although I doubt anything could or would stop Mrs. Bush.

If you want women to help women, speak up now. Don't tolerate small minded partisans trying to discourage those who REALLY help. You would never let men do this to women... so why look the other way when the unfair critics are women?

The time to speak up is now.

Read below... and post your comment.

Not everyone is happy to see the Sewall-Belmont House, a museum dedicated to advancing women, give its highest honor to former first lady Laura Bush.

Twenty-two women, including former members of the museum's board, have penned a letter to the museum in protest of Bush's selection for the Alice Award, as first reported by the Washington Post. Sonia Pressman Fuentes, co-founder of the National Organization for Women, led the charge.

"When I read that the award was going to be given to Laura Bush, I felt as if I'd had a sudden onset of Alzheimer's," she told Yeas & Nays. "I couldn't believe my eyes."

Hunter-Reay wins IndyCar race at Milwaukee

WEST ALLIS, Wis. (AP) ? As long as his boss went to the trouble of bringing IndyCar racing back to the Milwaukee Mile, Ryan Hunter-Reay figured he might as well bring home the winner's trophy.

Hunter-Reay took the lead from Helio Castroneves on the 142md lap, didn't cough it up on a couple of restarts and held on to the IndyCar race Saturday at the Milwaukee Mile.

It was a doubly sweet win for Michael Andretti, who fields cars for Hunter-Reay as a team owner and served as the event promoter for the race.

"It really is amazing," Hunter-Reay said. "Milwaukee has been so important to IndyCar for so long, and I think this is a huge event for Milwaukee. These two belong together. So I really thank Michael for sticking his neck out, coming back here and really doing it the right way."

It was the sixth career victory and first this season for Hunter-Reay. He also won at Milwaukee in 2004 in the now-defunct Champ Car Series, starting from the pole and leading every lap.

Tony Kanaan was second, followed by James Hinchcliffe, Oriol Servia and E.J. Viso.

Scott Dixon had to serve a drive-through penalty for jumping a restart and finished 11th. He questioned the penalty immediately afterward ? and as it turns out, he was right.

"I'm actually very excited to see what the hell they're talking about," Dixon said. "I'm disappointed."

IndyCar race director Beaux Barfield acknowledged after the race that officials made a mistake. He said a failure in their timing and scoring system caused them to look at the wrong replay.

What officials looked was a replay of a previous restart that was waved off by officials at the time and didn't count. Dixon did commit a potential infraction on that restart ? but he didn't do so on the subsequent restart that ended up counting and should not have been penalized.

"It was obviously the wrong call, based on the reality of the situation," Barfield said.

Barfield took responsibility for the mistake, and said Chip Ganassi Racing officials were "very gracious" when presented with an explanation. Barfield said there wasn't anything officials can do to undo the mistake.

Last year's Milwaukee winner, Dario Franchitti, started from pole position and dominated the early stages of the race. But he fell back in the field and then spun out and hit the wall on lap 195.

Franchitti tangled with Ryan Briscoe shortly before he spun, and said afterward that contact might have broken something on his car.

"I was on Ryan's inside, but he just kept coming down there," Franchitti said. "I just don't think his spotter told him I was there."

Points leader Will Power finished 12th. Hinchcliffe moved up to second in the points.

It was a boost for the historic but financially troubled Milwaukee track, which has been hosting racing since 1903 but originally was left off the 2012 IndyCar schedule after not hosting any major racing events in 2010 and drawing a lackluster crowd for IndyCar last year.

Milwaukee was put back on this year's schedule after Andretti agreed to serve as the race's promoter ? and Andretti announced just before Saturday's race that the event would return in 2013.

"We're going to be back here next year, and hopefully for a long time after that," Andretti said.

Despite the race being a late addition to the schedule ? and then a rain delay that pushed the start back ? the race drew a significantly better crowd than last year.

Franchitti was untouchable in the early stages of the race, leading the first 60-plus laps before making his first pit stop. The race went green until Simona de Silvestro spun on lap 67, bringing out a caution.

Franchitti was shuffled back to fourth on the restart, after a few drivers were on pit road when the caution came out ? including Viso, who took the lead on the restart.

Justin Wilson then blew an engine on lap 94, pulling to the inside wall and scrambling to get out of the car when it briefly caught fire. It was a tough reversal of fortune for Wilson, who won last week at Texas.

After a round of pit stops under caution, Castroneves ? who didn't pit after Wilson's incident ? took the lead.

With Castroneves' tires later wearing out, Hunter-Reay waited for the right moment, then passed him for the lead on lap 142.

"We pounced," Hunter-Reay said. "We were right there ready to go when somebody slipped up."

Kanaan is known for his aggressiveness on restarts, but said he was just worried about not getting passed on restarts and defending his position during Saturday's race.

"Do you even know how to do that?," Hinchcliffe asked jokingly in the post-race news conference.

Kanaan took the good-natured ribbing in stride, answering, "I do not know how to do that."

Some of the Features of Online Personal Finance Software ? Happy ...

As the Internet has exploded, many people have begun to rely on computers to assist with budgeting. Online personal finance is a multi-billion per year industry.

Initially it was popular in helping small businesses with budgeting and tax concerns, but as the computer has become ubiquitous in American homes, average people have begun to regard the computer as indispensable to their personal finance needs.

One of the first, and most attractive, ways that online personal finance tools can help the average person is through automated bill pay. This is a very busy time for the average person who is working more than ever, has a family to attend to, and the many other stresses of day to day life. Automated bill pay is quite simple. The online personal finance software links a person?s checking account to their various monthly expenses. It even allows for a person to specify when they would like the bills to be paid. This makes things much easier as this ensures the account is never overdrawn. Most automated payments are made after payday. This can be done for fixed expenses such as Internet or cable TV. Variable expenses can be paid in full or with a specified amount. It not only makes sure that all of the bills are paid and nothing slips through the cracks, resulting in late fees. It also guarantees that the bills are paid before any irresponsible spending takes place. One of the goals of finance is to ensure that a person lives within their means. If all of the bills are paid before any money can be spent this becomes a much more reasonable goal. Certainly there sometimes need to be other changes to one?s spending habits that need to be made, but it?s an important first step.

Another helpful feature of online personal finance is the built in tax software. Not everyone has very complex taxes. Obviously some people don?t have a family and don?t have a house or any investments. These people?s taxes are quite simple to deal with. However most people that are looking to do some budgeting have more complex situations. Real estate is a great investment for the tax breaks it gives. Having online personal finance software saves money by avoiding having to go to a tax professional and ensures there aren?t any mistakes or missed deductions. When people are using online personal finance software to remedy their bad habits, they often overlook tax considerations. Back taxes are often particularly difficult to deal with and online personal finance software can help in this regard. The larger one?s family is or the greater the number of investments someone has, the more likely it is that they have tricky taxes and need finance software.

Learn What Neill Blomkamp's 'Elysium' Is All About

Neill Blomkamp, one-time Peter Jackson protégé, defied all possible expectations for his first feature-length film, the low-budget sci-fi allegory "District 9," when it was nominated for an Academy Award for Best Picture. The South African director has been working on his follow-up, the highly secretive "Elysium," since early last year. Previously we knew that the [...]

Plague confirmed in Oregon man bitten by stray cat

(AP) ? Health officials have confirmed that an Oregon man has the plague after he was bitten while trying to take a dead rodent from the mouth of a stray cat.

The unidentified Prineville, Ore., man was in critical condition on Friday. He is suffering from a blood-borne version of the disease that wiped out at least one-third of Europe in the 14th century ? that one, the bubonic plague, affects lymph nodes.

There is an average of seven human plague cases in the U.S. each year. A map maintained by the Centers for Disease Control and Prevention shows that most cases since the 1970s have been in the West, primarily the southwest.

The plague bacteria cycles through rodent populations without killing them off; in urban areas, it's transmitted back and forth from rats to fleas. There's even a name for it, the "enzootic cycle."

The bacteria thrive in forests, semi-arid areas and grasslands, which plague-carrying rodents from wood rats to rock squirrels call home.

Once a coin flip with death, the plague is now easier to handle for humans in the U.S. The national mortality rate stood at 66 percent before World War II, but advances in antibiotics dropped that rate to its present 16 percent.

Central Oregon health officials don't blame the cat.

"The reality is that, in rural areas, part of the role of cats is to keep the rodent population controlled around our homes and barns" said Karen Yeargain of the Crook County Health Department.

The Prineville man, who is in his 50s, remained in critical condition Friday at a Bend hospital. His illness marks the fifth case of plague in Oregon since 1995.

State public health veterinarian Dr. Emilio DeBess told The Oregonian (http://is.gd/XkSL7Y ) that the man was infected when he was bitten by the stray his family befriended. The cat died and its body is being sent to the CDC for testing.

DeBess has collected blood samples from two dogs and another cat that lives with the man's family, the newspaper reported. DeBess also collected blood samples from neighbors' pets and from animals in the local shelter to determine whether the area has a plague problem.

More than a dozen people who were in contact with the sick man have been notified and are receiving preventive antibiotics.

Law degree loses luster amid weak economy

    Steven Senne / AP file

These 2012 Harvard law school graduates likely face solid prospects, but that is not as true for many newly minted lawyers.

    By Allison Linn

Lawyers have sometimes taken a ribbing for what they do, but until recently few questioned why they do it: For the good pay and job security.

You can?t necessarily count on either of those things anymore.

The weak economy, globalization and technological advances have dramatically changed the legal industry, and experts say that's leaving a glut of lawyers coming out of school with massive student loans, high hopes and few job prospects.

?There?s kind of an over-optimism that feeds the law school market,? said William Henderson, director of the Center on the Global Legal Profession at Indiana University?s Maurer School of Law.

The National Association of Law Professionals reported last week the overall employment rate for class of 2011 law school graduates was the worst since 1994, with 85.6 percent of the 41,623 graduates holding a job nine months after graduation.

That may seem like a lot, but it turns out that many of those people don?t have the type of job that might expect after spending so much?time and money on a law degree.

A year after getting their degrees only?about 65 percent of last year?s law school graduates had a job that required them to?have passed the bar, the association found. What?s more, nearly 10 percent were still looking for any job at all.

The longer-term prognosis isn?t so great, either. The Bureau of Labor Statistics projects that employment of lawyers will grow by only 10 percent between 2010 and 2020, while overall jobs are expected to grow by 14 percent.

The declining prospects come as more and more law firms, and their corporate clients, discover what manufacturers figured out a long time ago: Sometimes it?s cheaper to outsource your work. Experts say many companies now rely on cheaper legal minds in?India, the Philippines and elsewhere.

Related: Storied law firm folds after partners flee

?Simple tasks like document review ? can now be done in these offshore markets at much lower price points,? said James Leipold, executive director of the National Association of Law Professionals.

Some companies and law firms also are using more contract or temporary workers who cost a?lot less than young associates and have little chance of being?hired permanently.

The weak economy also has played a role. When companies started to see profits decline at the start of the recession, many took a hard look at their legal expenses and found areas where they could trim fat. Among other things, they told law firms they were no longer willing to pay high hourly rates for the work of young, inexperienced associates.

Henderson, the law professor, said there is also a crop of new legal entrepreneurs who are using technology to do legal work that was once done by hand, at higher cost and with more mistakes.

Those changes mean that big law firms don?t need as many young law school grads. That?s leaving a lot of young lawyers stuck in dead-end, entry-level or less lucrative jobs, or not practicing law at all.

Stephanie Tricomi graduated from Roger Williams University?s law school in 2006 with high hopes that she and her husband, also a law school graduate, would use their degrees for long and lucrative legal careers.

The couple moved from Rhode Island to Florida, she passed the bar exam and was quickly hired as a clerk for trial court judges.

She figured she would do that for a couple years and then move on to a big firm or her own practice, and a fatter paycheck.

?I thought, OK, well, this is a great starting point,? said Tricomi, now 31.

Her husband, meanwhile, thought he would start a career in real estate law, but then the housing market went?bust. He ended up deciding?to teach high school literature.

In late 2008, Tricomi began looking for a new job but found that few were available. Then, in early 2009, her husband was diagnosed with a rare form of cancer. After a long and costly battle, he died in May 2011.

Six years after graduating from law school, Tricomi is still working as a law clerk,?earning about $45,000 a year. She hasn?t had a raise since she started because of a pay freeze, and her own office hasn?t hired anyone since they brought her on.

Tricomi likes her job but she?d like to advance her career. So far, however, she hasn?t had luck finding another job.

Meanwhile, she?s grappling with about $80,000 in student loan debt. She said she gave little thought to the debt she was taking on when she started law school, thinking at the time that her lucrative career would make the loans more than worthwhile.

?You think, oh, well, that?s not that bad. When I come out, I?ll be making $100,000 at least,? she said.

Between regular bills and student loan payments, Tricomi is living paycheck to paycheck. That?s not what most people think when they hear what she does.

?Even now, when I tell people I?m an attorney they say, ?Oh, you must be rich,?? Tricomi said. ?That?s the assumption.?

Some critics blame law schools for the glut of lawyers, arguing they paint too rosy of a picture of life after law school?to recruit more students.

The American Bar Association recently made changes aimed at giving a more accurate picture of the market for?law school graduates, and how many are really taking home fat paychecks.

The changes come in the wake of harsh criticism from groups such as Law School Transparency. They have argued that law schools have distorted the numbers by?hiring grads for a short period of time to bulk up?employment numbers, for example, or?only including the small sample who responded when reporting stellar average starting salaries.

?Everyone is saying, ?Oh, law school is a great investment. It?ll be a way to make a lot of money,?? said Kyle McEntee, executive director of Law School Transparency. ?It turns out that wasn?t actually true.?

McEntee, who graduated from Vanderbilt Law School in 2011, actually started the project before it became apparent just how much tight the job market was going to get for lawyers. He says he doesn?t want to keep people from going to law school; he just wants them to go in with their eyes open.

?My goal is not to scare people away,? he said. ?I just so happen to think that the informed decision is, don?t go.?

Leipold, of the lawyer?s association, thinks it?s possible that the class of 2011 represented the worst of things, and that job prospects will slowly start to improve. But he also said that some of the changes in the legal profession are likely permanent.

?I don?t expect a dramatic turnaround,? he said.

Already, there are signs that some are souring on the prospect of going to law school.

The number of people taking the LSAT, the test required for law school admission, has fallen sharply in each of the past two academic years. A total of 129,958 people took the LSAT in the 2011-2012 academic year, according to the Law School Admission Council.

That?s the lowest number in a decade.

Do you think law school is worth the cost?

London - Kevin Cummins: So Much Manchester

Proud Camden presents Manchester: So Much To Answer For, a retrospective of The Smiths from renowned photographer Kevin CumminsKevin Cummins. Thirty years since the band originally formed, this exhibition presents a portrait of The Smiths, the northern city that influenced so much of their music and the ensuing Madchester scene that followed their split in ?87. ?When Steven Patrick Morrissey and Johnny Marr formed The Smiths in 1982, it was immediately clear that they were the sound of something different. At the time, Manchester was grubby, gritty and swarming with lyrical potential and the band?s look, sound and lyrics were uniquely twinned with their northern origins. The city bore a rich crop of musical talent throughout the 80s -- Joy Division, The Smiths, The Stone Roses, New Order, The Happy Mondays -- and Kevin Cummins, an original Mancunian, was perfectly placed to capture it. ?Working with Joy Division from 1977 and chronicling the Manchester music scene from 1976, Kevin Cummins found his ideal subject in The Smiths. He took the bands publicity stills, shot countless features for NME, tracked their gigs and travelled the world with Morrissey, Marr, Rourke and Joyce. After the band?s split in ?87, Cummins continued to scout out Mancunian talent; subsequently producing some of the 80s? most iconic music photography. Stuart Maconie, a fellow NME journalist, has said of Cummins; ?[Kevin] was the scribe, the gossip, the mimic and caricaturist ... at the beginning of all of this, he helped spread the word, fan the flames, whip up the hysteria, build the hype?. ?The exhibition presents the Manchester of The Smiths and of the 80s, seen through the eyes of photographer Kevin Cummins: alongside photographs of the band, this exhibition boasts a collection of stark, melancholy cityscapes which capture the cultural, social and political climate that gave birth to Indie music.

Kevin Cummins was born within crying distance of Maine Road in Withington Hospital on 14 July 1953. His first game at Maine Road was a 3-1 victory over Leicester on 19 August 1961. Since then he has followed City over land and sea (and Stretford) for over 45 years. The rest of his time is spent earning a living as one of the world?s most venerated music and portrait photographers. ?After studying photography for four years in Salford, Kevin embarked on a career that was to encompass a wide range of photographic work. The burgeoning punk scene in Manchester dominated his early work and he quickly became one of the premier documentary photographers of the era. ?He worked with Manchester?s prestigious Royal Exchange Theatre; The Royal Opera House; The Royal Northern Ballet; The Liverpool Playhouse; and The Oxford Playhouse. Kevin was also instrumental in establishing City Life, Manchester?s ?what?s on? guide and was a founding contributor to The Face, an influential style magazine. ?Since moving to London in 1987, Kevin has contributed to many major UK publications, including: The Times, The Observer, The Guardian, Esquire, Maxim, Elle, Vogue, Mojo, FourFourTwo, Sleaze Nation and The Big Issue. ?He spent 10 years as the chief photographer for NME ? the world?s biggest selling rock weekly ? where his award-winning pictures were a major contributing factor in the rise of the Madchester and Cool Britannia scenes. ?His work can be seen gracing many record sleeves and book jackets and he regularly contributes to publications worldwide. West Nile Spraying: Are Pesticides Leading To Toxic Exposures?

As parents in Sacramento County, Calif., put their kids to bed on Monday and Tuesday night, a pair of planes flying overhead doused a 30,000-acre area with a fine mist of pesticides. The target of the repeated aerial assault: mosquitoes.

A growing number of the pests harbor the West Nile virus, officials say, but some residents and environmental health advocates fear the risks of exposure to man-made chemicals -- cancer, delayed brain development, hormone disruption, respiratory problems -- may outweigh the danger of the disease.

West Nile, transmitted through the bite of a mosquito, usually triggers only mild flu-like symptoms. On rare occasions, however, it can prove deadly.

"The cure is worse than the disease," said Kim Glazzard, director of the nonprofit Organic Sacramento. "You're spraying poison over thousands of people for the potential of maybe helping a handful of people. And kids are especially susceptible."

A similar argument is currently being voiced in other parts of the country including Boston, New Orleans and Mobile, Ala.. Officials there also are responding to predictions of more West Nile, in large part because an unusually mild winter and a warm spring have bolstered mosquito populations.

In fact, this is the earliest that Sacramento officials have sprayed since they started the practice in 2005, a strategy researchers later confirmed had lessened the burden of West Nile in the community.

"We've already found a lot of West Nile virus in dead birds and mosquitoes this year. We usually don't see this until August," said Luz Rodriguez, a spokesperson with the Sacramento-Yolo Mosquito and Vector Control District, which supervises the spraying. "We felt it was necessary to move forward quickly to reduce the number of adult mosquitoes to protect public health."

Two different types of pesticides made up this year's treatment: Anvil, a synthetic pyrethroid, and Dibrom, an organophosphate. Less than an ounce of each was applied to every acre, costing the county about $120,000 for two nights of spraying. More spraying may be necessary if West Nile lingers, noted Rodriguez, adding that the district employs non-chemical strategies to help prevent West Nile infections as well, including educating the public about the use of repellents and distributing free mosquito larvae-eating fish.

Both of the sprayed pesticides are registered for use in mosquito control and were applied at levels below U.S. Environmental Protection Agency limits.

"The rates used are very, very low," said Bob Peterson, an expert in pest management at Montana State University. "This is a surgical strike against mosquitoes. It really only targets mosquitoes flying at night."

Confident that the pesticide usage is safe, county officials did not tell residents to take precautions during the spraying. "Generally, there is no need to relocate or stay inside," said Rodriguez. "If it makes people feel more comfortable, they can close windows or cover furniture. But there's no list of specific recommendations."

However, that does little to ease the concerns of environmental health experts and advocates, who point to known risks from tiny doses of certain chemicals, potential long-term effects, and the unknown risk of cumulative exposures to multiple chemicals.

"The chemicals they are using are not benign," said John Wargo, an environmental health professor at Yale University. "They are both known to be toxic by different routes."

Pyrethroids are known endocrine disruptors, a class of chemicals that researchers have recently found can mix up critical hormonal signals even at extremely small amounts.

Another ingredient in Anvil, added to boost the effectiveness of the pyrethroid on insects, is called piperonyl butoxide (PBO). The chemical, according to a study published in Pediatrics can disrupt brain development in the womb, as well as interact with other pesticides in the environment to increase their toxicity. PBO is listed among the top 10 chemicals in indoor dust, a significant route of exposure for young children.

Organophosphates also can be inhaled, absorbed or tracked indoors -- and may be even more concerning for human health. The class of chemicals was originally developed as a weapon during World War II. Dibrom's manufacturer describes it as a possible carcinogen.

"They made a really dramatic step this year by using an organophosphate ... This is pretty bad stuff," said Glazzard. "With increased toxic load in the environment already, we are sitting ducks for cancer in the future. More and more children are getting cancer at much earlier ages."

The chemical also "creates havoc with a child's nervous system," noted Wargo.

Many of these effects wouldn't be noticed for years, even decades, which experts suggest is why some toxic chemicals may slip through the regulatory cracks.

"We tend to study acute exposure," said Mike Somers, spokesman for the Sacramento-based nonprofit Pesticide Watch, which has battled aerial insecticide spraying program. "But what happens when you get exposed for several years in a row from the spraying? And what happens when you combine two different types of pesticides together?"

For the most part, the answer is unknown.

Some say the aerial spraying may not really curb the spread of West Nile. It potentially could poison birds and insects that naturally decrease mosquito numbers, said Wargo, or spur resistance to the chemicals, requiring more or stronger pesticides to maintain the same control.

According to Rodriguez of the Vector Control District, her team did use an organophosphate for the first time this year for "resistance management."

"We are the experiment," said Glazzard, who lived in the district's spray zone a few years ago. "We don't want to be experiments anymore."

BELLEFONTE, Pa. (AP) ? One of Jerry Sandusky's accusers said he stayed quiet to keep going to Penn State football games.

Another man, who was a foster child when he met Sandusky through his Second Mile charity, spoke of a threat ? that Sandusky told him he would never see his family again if he told anyone what happened.

Those were among the ways Sandusky held sway following alleged inappropriate encounters, the two men testified Wednesday at the ex-assistant football coach's child molestation trial.

"He told me that if I ever told anyone that I'd never see my family again," said the man, now 25. He said he was terrified when Sandusky uttered the threat after the coach pinned him while wrestling in the basement of the Sandusky home and performed oral sex on him.

"I freaked out. I got nervous. I got scared," the man said about the encounter. He said he believed that Sandusky's wife was home at the time, but on a different floor.

The trial resumes Thursday as prosecutors appear to be winding down their case against the 68-year-old Sandusky, charged with abusing 10 boys over a 15-year span. He has maintained his innocence.

Judge John Cleland said the prosecution could rest by the end of the day on Friday. Five of Sandusky's accusers have now testified, including three on Wednesday.

The man who said he was threatened added that Sandusky later apologized for the threat about keeping him away from his biological family. "He told me he didn't mean it and that he loved me," the man said.

A foster child placed with another family, he occasionally stayed in the Sanduskys' basement in State College in the late 1990s. The man, identified in court papers as Victim 10, said Sandusky also assaulted him on other occasions in 1998 and 1999, including once at a pool and another time in the basement. He said he was about 11 at the time.

An expressionless Sandusky sat mostly still at the defense table during his testimony, occasionally turning his head to look the accuser in the eye.

The accuser is one of two who came forward after Sandusky was initially charged in November with assaulting eight boys. Sandusky's attorneys have suggested his accusers have financial reasons for coming forward.

Under cross-examination, the man testified that he was the roommate of another Sandusky accuser at a camp sponsored by The Second Mile. He also acknowledged spending nearly two years in prison for a robbery and involvement with drugs and alcohol but said he is doing better now.

"I'm married. I'm expecting" a child, he said.

Another boy, dubbed Victim 8, has never been located, and his identity is a mystery to prosecutors, but jurors heard about his alleged sexual abuse by Sandusky anyway.

Cleland ruled that a co-worker of Penn State janitor Jim Calhoun could testify about what Calhoun told him in November 2000. Calhoun is now suffering from dementia.

The co-worker, Ron "Buck" Petrosky, said that when he encountered Calhoun in a football team locker room, the janitor told him he had seen Sandusky ? he didn't realize it was a famous coach ? making a boy perform oral sex on him. Petrosky said Calhoun's face was white and his hands were trembling.

"He said, 'Buck, I just witnessed something in there I'll never forget the rest of my life ... that man that just left, he had the boy up against the shower wall, licking on (him),'" Petrosky testified.

Also Wednesday, another man, identified as Victim 5, said he met Sandusky at Second Mile Camp in 1999 and began attending Penn State games with Sandusky and others. In 2001, he said, Sandusky asked him to work out at a gym on campus and then groped him in the showers.

Fighting back tears, he testified that Sandusky "kept lurching forward, but I didn't have anywhere to go. I felt his penis on my back." He said Sandusky touched his genitals "and then he took my hand and placed it on his."

Afterward, the 23-year-old man said, Sandusky drove him home and made "no eye contact" with him. They had no contact since.

Another witness, identified as Victim 7, said he was 10 when he met Sandusky through the charity in 1995. He said Sandusky showered with him repeatedly and embraced him during sleepovers.

Sandusky was "wrapping himself around me, holding me tightly" when he slept over at the man's house, the 27-year-old man said. He said he now has an aversion to chest hair because of his contact with a sometimes-shirtless Sandusky, who has acknowledged he showered with boys but says he never molested them.

The man recalled attending Penn State football games with Sandusky's family and receiving free tickets from Sandusky as recently as 2009.

"I was kind of ashamed about it. I didn't want anybody to know," he said. "Probably most importantly, I didn't want my parents to keep me from going to games. I didn't want them to sort of freak out."

During cross-examination, defense attorney Joseph Amendola noted that the man's testimony was more detailed than what he told a grand jury last year. The witness replied that he had started going to counseling.

"Talking about different events and through talking about things in my past, different things have triggered different memories," he said.

Wednesday began with the father of former assistant coach Mike McQueary testifying about details of a phone call he had with his son after the graduate assistant coach allegedly saw Sandusky abusing a young boy in a locker room shower.

John McQueary told the court he approached former university vice president Gary Schultz about the allegations to follow-up on his son's report to the university. The elder McQueary said Schultz told him he'd heard "noises" previously about Sandusky misconduct.

Schultz and the school athletic director, who is on leave, each face charges of failure to report suspected child abuse and perjury related to their grand jury testimony about Sandusky. Both maintain their innocence.

John McQueary's testimony ended with an unusual exchange with one of Sandusky's attorneys. McQueary apparently couldn't recall testifying at the preliminary hearing in December for Schultz, even after the attorney showed McQueary a transcript from the hearing.

Proceedings Wednesday ended about an hour early. Afterward, a smiling Sandusky, who is under house arrest, carried a white box of evidence to the car that would take him home.
