3 men trapped in southeastern Kentucky mine OK (AP)
MIDDLESBORO, Ky. ? Three men trapped all day Monday in a coal mine flooded by overnight rains have moved to dry ground under the earth while awaiting rescue and were regularly communicating with officials at the surface, authorities said.
An entrance to the southeastern Kentucky mine collapsed at about 6:40 a.m. and water began pouring in from a swollen drainage ditch.
Kentucky Energy and Environment Cabinet spokesman Dick Brown said the soonest the men could be brought out was early Monday evening. He told The Associated Press that water was being pumped out and that "we're just waiting for it to get low enough so they can wade out."
Families gathered in Middlesboro near the site where they were being briefed on the conditions of Parnell Witherspoon, Doug Warren and Russell Asher. Also, a state-trained mine rescue team was on hand at the mine along the Tennessee and Virginia borders.
The men aren't hurt and have been communicating regularly with rescuers, said Mine Safety and Health Administration spokeswoman Amy Louviere (LOO'-vee-air). The mine is owned by Richmond, Va.-based James River Coal and operated by Bell County Coal.
One member of each miner's family was taken to the site to talk to the men via underground phone, Louviere said.
Crews were pumping 1,100 gallons of water per minute from the Jellico No. 1 mine and an additional power center was being set up to run more pumps, Louviere said. By early evening, the water had dropped 18 to 24 inches.
Brown said the miners would likely be examined at a hospital before being allowed to go home.
A ditch above the entrance collapsed when a piece of the mine's roof fell early morning and water rushed in, officials said.
Bell County Coal started operations there Jan. 23, 2009, according to MSHA records.
The mine, one of four Bell County Coal has listed with MSHA, has been cited 32 times during inspections that started in April, according to records. The company has been cited a total of 82 times since 2009 for a variety of reasons, from inadequate roof supports to accumulating dust to issues with the electrical system. The company has been assessed fines from $100 to as nearly $4,000, but is contesting nearly three-quarters of the citations.
Tony Oppegard, a Lexington attorney who specializes in mine safety, said those trapped in a mine with water coming in would normally head for the highest point. If James River Coal put a refuge chamber in the mine, that would give the miners a place to go with enough provisions for 72 hours, Oppegard said.
"There's been a great increase in mine rescue teams since the disasters of the last several years," Oppegard said.
Kentucky is the lone state where mine inspectors also comprise the rescue squads, meaning the people searching for those trapped should already be familiar with the terrain, Oppegard said.
James River Coal has an in-house rescue squad, whose members should be familiar with the mine, Oppegard said.

Freed former Tijuana mayor says no hard feelings
TIJUANA, Mexico ? The eccentric former mayor of Tijuana said Monday that he had no hard feelings for the Mexican officials who launched a pre-dawn raid on his home and imprisoned him for 10 days on charges that were eventually dismissed.
Jorge Hank Rhon was jovial and relaxed in his first public comments since he was released for lack of evidence, entertaining reporters' questions for an hour in the lobby of his flagship casino before shaking hands with supporters and driving off behind the wheel of his Maybach sedan.
"I think one who gets angry loses, so I don't get angry," said Hank Rhon, a gambling magnate from a politically powerful family. "What happened is in the past."
The administration of Mexican President Felipe Calderon has faced withering criticism since the army's June 4 raid on Hank Rhon's sprawling complex in central Tijuana, which includes a casino, soccer stadium, greyhound racetrack, large private zoo and his home.
Hank Rhon, 55, was released from custody twice in one day last week, first on weapons charges and then on suspicion of masterminding the murder of his son's former girlfriend. Skeptics said the raid was a strike against his Institutional Revolutionary Party ahead of next year's presidential election.
Hank Rhon denied the raid was a political ploy but refused to try to explain the government's actions.
"I'm very practical. When I have a stomach ache, I cure it. I don't walk around thinking about what I ate or why my stomach hurts," he said. "Fortunately, I have my freedom again."
Hank Rhon confirmed that the U.S. State Department revoked his visa but said he didn't know why.
"I didn't ask a lot of questions," he said.
U.S. authorities have long suspected Hank Rhon of links to laundering illegal drug proceeds, but no accusations have been documented.
Hank Rhon was unemotional when asked to recall his feelings when soldiers stormed his bedroom after a long night of entertaining guests. He said he felt embarrassed wearing shorts and that his first thought was to grab a pair of pants.
"I'm not like Adonnis," he said, wearing an open-collar suit and seated next to a live mascot for the Xoloitzcuintles, the Mexican hairless dogs for which his soccer team is named.
When asked how the episode changed him, he deadpanned that he lost more than 17 pounds in captivity but has gained nearly half of that back since his release.
Hank Rhon, the father of 19 children with various women, was Tijuana's mayor from 2004 to 2007 after amassing a fortune from his Caliente gambling empire. He has fed his reputation of eccentricity by boasting of getting energy from drinking a tequila laced with bear bile, scorpions, and rattlesnakes and steeped with the penises of tigers, lions and dogs.
He said Monday that he would stay in politics and did nothing to quell speculation that he would run for governor of Baja California state 2013 after a failed bid in 2007.
"I don't know any politician who doesn't want to govern his state," he said.
Asked by another reporter about the governor's race, he said, "I like more the suggestion of the woman who was kind enough to say she wants me to be president of the world."

Unions warned over strike 'trap'
Mr Balls accused ministers of "goading" the unions Shadow chancellor Ed Balls has urged the unions not to fall into a government "trap" by striking over plans to reform public sector pensions.
He said Chancellor George Osborne was trying to provoke industrial action so he could blame them for the weak economic recovery.
Writing in the Sunday Mirror, Mr Balls said ministers were wrong to announce changes before talks with unions ended.
Business Secretary Vince Cable has said there will be negotiation.
Union leaders are threatening the biggest wave of strikes since 1926, after the government unveiled proposals for public sector employees to work longer and pay more for less generous entitlements in retirement.
In his article, Mr Balls writes: "From David Cameron down, ministers are saying to the trade unions: 'Bring it on.' As in the 1980s, they seem to be spoiling for a fight, goading the unions and trying to provoke strikes."

He said "everyone agrees public sector pensions need to be reviewed as people live longer" and pension rules "have to change" for younger workers.

Mr Balls added: "That's why trade union leaders must avoid George Osborne's trap. He wants them to think that going on strike is the only option and the best way to win the argument."
BBC political correspondent Vicki Young said the Labour leadership had until now refused to be drawn on whether the unions were adopting appropriate tactics in their fight with the government.

Dr Mary Boustead, general secretary of the Association of Teachers and Lecturers (ATL) has called for negotiations to start afresh.
But a strike by the ATL and the National Union of Teachers is expected to disrupt thousands of schools in England and Wales on 30 June.
They will walk out on the same day as PCS union members, who are mainly from the civil service and government agencies.
Unison, which represents 1.3 million people working for local authorities, the NHS, colleges and the police, has not yet balloted its members on industrial action. Its leader Dave Prentis said unions were prepared for "sustained and indefinite" strikes.
